This acquisition is primarily for the provision of laboratory services in the analysis of soil and water samples taken at the Dahlgren Division, Naval Surface Warfare Center, Dahlgren, Virginia. The solicitation shall be issued under the guidelines pertinent to full and open competition. There are approximately ninety (90) different types of sample analyses that may be required at various times under the anticipated contract. All analyses must be performed in accordance with pertinent Federal, State, local, and Navy specifications. Specific certifications, identified in the contract, must be held by the offeror. Copies of these shall be required prior to any contract award under this Request For Proposal (RFP). In addition, support for the collection of certain samples may be required. Due to the time constraints of certain sample analysis processes, the offeror's facility must be located within a 100 mile radius of the Dahlgren facility. It is anticipated that the resulting contract will be for a period of five years and will be based on a firm-fixed price and/or time-and-material pricing structure.
