INTERESTED IN CONSTRUCTING MULTIPLE POST OFFICE EXPRESS (POE) PROJECTS
IN AUSTIN, TEXAS Sol 482980-96-A-0329, Due 041896, contact John Logan,

512/924-7065. The United States Postal Service issues this notice of
intent to firms to construct multiple Post Office Express (POE)
projects in the Austin, Texas metropolitan area. This program will
include approximately 10 to 20 individual construction projects. The
individual POEs will range in size from 300 to 1,500 square feet and
will be constructed in an in-line or host retail facility. Host
facilities may include grocery, bank or department stores. Locations
and exact numbers of POEs per city have not yet been determined. The
projects will typically involve interior renovation work with only
minor modifications, if any, to the building exterior. Exterior and
interior signage installation is included. The construction will
require close coordination with the host facilities, which are
typically occupied and operations. Coordination will also be required
with the USPS Facilities Service Office and other USPS representatives.
The construction contractors must provide all labor, material,
equipment, services, permits, taxes and insurance necessary to complete
the work as well as phasing their operations to minimize disruptions to
the host facility. The typical trades involved are: drywall, flooring,
ceilings, carpentry, finishes, electrical, mechanical and fire
protection. Modification to existing piping, equipment, devices and
services is anticipated. The contractor will also coordinate, order,
receive and install certain USPS furnished materials and equipment. The
projects will be completed in a maximum of forty-two (42) calendar days
from the Notice to Proceed. The planned construction start date is May
1, 1996. A fixed price construction contract will be awarded for one
or more POE sites to the successful Offeror(s). The anticipated
construction cost for the individual POE project is expected to range
from $70,000 to $140,000 per facility. Primary pre-qualification
factors are: (1) Have a minimum of five (5) years experience in
multi-project retail construction programs; (2) Satisfactorily
completed or be currently participating in at least three (3) programs
of similar size and scope; (3) Be legally licensed to perform work,
and offer a traveling staff as required to complete the work; (4) Be
familiar with local building, zoning and permit requirements and
restrictions in the geographical area; (5) Complete the projects using
their own supervision forces. Assignment of the work from the general
contractor to other prime contractors will be not allowed; (6) Provide
references of completed projects including owner's name address, phone
number, size of project(s) and value of contract; (7) Provide resumes
of key individuals who will be assigned to the project; and (8) The
contractor must maintain and furnish evidence of worker's compensation,
employee's liability insurance, general public liability and automobile
liability insurance; and bonding capacity for Performance bonds in the
amount of 100% and Payment bonds in the amount of 50% of proposal will
be required. Other factors to be considered will include: project
management capabilities, company organization. MBE participation is
also a consideration. Applications will be evaluated by a USPS
committee, and all firms will be advised within 60 days of receipt of
their application as to pre-qualification status. Firms selected as
most qualified will be placed on the pre-qualification list. This list
will remain active for up to two (2) years. Interested firms that meet
the primary pre-qualification criteria above may obtain a Contractor
Pre-Qualification Statement by contacting Mary-Ellen Bothwell, Dallas

returned. Completed Pre-qualification statements must be postmarked by

Pre-qualification statements MUST be submitted via one of the methods
offered by the U.S. Postal Service (First Class, Priority Mail, or
Express Mail), or it will be returned. This is not a request for
