Y -- POST OFFICE EXPRESS PROJECTS IN PHILADELPHIA, PENNSYLVANIA POC Max Richards, Project Manager. The United States Postal Service issues this notice of intent to firms to construct multiple Post Office Express (POE) projects in the Philadelphia, Pennsylvania metropolitan area. This program will include approximately 5 to 20 individual construction projects. The individual POEs will range in size from 300 to 1500 square feet each and will be constructed in an in-line or host retail facility. Host facilities may include grocery, bank or department stores. Locations and exact numbers of POEs have not yet been determined. The projects will typically involve interior renovation work with only minor modifications, if any, to the building exterior. Exterior and interior signage installation is included. The construction will require close coordination with the host facility, which are typically occupied and operational. Coordination will also be required with the USPS Facilities Service office and other USPS representatives. The construction contractors must provide all labor, material, equipment, services, permits, taxes and insurance necessary to complete the work as well as phasing their operations to minimize disruptions to the host facility. The typical trades involved are: drywall, flooring, ceilings, carpentry, finishes, electrical, mechanical and fire protection. Modification to existing piping equipment, devices and services is anticipated. The contractor will also coordinate, order, receive and install certain USPS furnished materials and equipment. The projects will be completed in a maximum of forty-two (42) calendar days from the Notice to Proceed. The planned construction start date is July 15. A fixed price construction contract will be awarded for one or more POE sites to the successful Offeror(s). The anticipated construction costs for the individual POE project is expected to range from $70,000 to $140,000 per facility. The Postal Service reserved the option, with the contractor's agreement, to expand the scope of this contract to include the build-out of other retail Postal locations within the same geographic area. Construction costs for these projects may exceed the range indicated above. Primary prequalification factors are: (1) Have a minimum of (5) years experience in multi-project retail construction programs and have satisfactorily completed or participated in at least three (3) programs of similar size and scope; (2) Be legally licensed to perform work, have mobile staff as required to complete the work; (3) Be familiar with local building, zoning and permit requirements and restrictions in the geographic area; (4) Complete the projects using their own supervision forces. (Assignment of the work from the general contractor to other prime contractors will not be allowed); (5) Proved references of completed projects including owner's name, address, phone number, size of project(s) and value of contract; (6) provide resumes of key individuals who will be assigned to the project; and (6) Carry and maintain a minimum insurance of $1,000,000 (one million) and bonding capacity of $1,000,000 (one million). Other factors to be considered will include: project management capabilities, company organization. Minority Business Enterprise participation is also a consideration. Applications will be evaluated by a USPS committee, and all firms will be advised within 60 days of receipt of their application as to prequalification status. Firms selected as being the most qualified will be placed on the prequalification list. This list will remain active for up to two (2) years.
