828-8402. On or about Tuesday, April 2, 1996, the United States Postal
Service, Windsor Facilities Service Office, 6 Griffin Road North,
Windsor, CT will issue a solicitation for a design/build contract to
construct an approximately 25,000 square foot U. S. Postal Service
owned Carrier building located in the Saco Industrial Park, Saco,
Maine. All interested offerors will be provided with architectural
drawings and performance specifications to construct a pre-engineered
building on this USPS-owned site. Offerors will be requested to submit
a proposal to engineer the structure, foundations, HVAC system, and to
construct the building. To be qualified for this project, all offerors
must show proof of having successfully completed five (5)
pre-engineered building projects of a similar size and complexity
during the past five (5) years. The proposed building must be of a
quality equal to that of a building manufactured by Butler, Star or
Varco-Pruden. Along with a price proposal, each offeror will be
requested to complete a technical evaluation package providing the USPS
with information concerning the offeror's prior experience with
pre-engineered buildings, project management, financial capability,
company organization and quality control programs as well as technical
data on the proposed pre-engineered building. Each offeror will be
judged on the following technical evaluation factors in descending
order of importance: prior pre-engineered building experience, project
management, quality control programs, financial capability, company
organization and value engineering. The price and technical proposals
must be submitted in separate envelopes. Offerors who are found not
technically best qualified will have their price proposals returned
unopened. The USPS requires that the building be completed on or before
August 15, 1996. Failure to complete the building will result in a
liquidated damages charge of $1,000.00 per day with a $500.00 per day
early finish incentive bonus. Due to the short time frame for this
project, the USPS is using the following accelerated project schedule:
Availability of Preliminary Plans - 3/28/96, Issuance of pre-proposal
package - 4/2/96, pre-proposal meeting - 4/2/96, Solicitation closes
and offers are due - 4/9/96, USPS completes review of proposals -
4/11/96, USPS notified successful offeror - 4/12/96, Issuance of Notice
to Proceed 4/26/96, and project completion no later than 8/15/96.
Proposals are to be received at the Windsor Facilities Service Office,
6 Griffin Road North, Windsor, CT, 06006-0300 on or before, as stated
above, Tuesday, April 9, 1996 no later than 4:00 p.m. A pre-proposal
meeting will be held at the Maine District Office, Room 131, located at
380 Riverside Street, Portland, Maine beginning at 1:00 p.m. on
Tuesday, April 2, 1996. At the pre-proposal meeting, representatives
from the Maine District and the Architect's office will be available to
answer all questions concerning this solicitation and project. Proposal
documents and specifications may be purchased at the April 2 meeting
for $50.00 per set or by mail from the Support Service Team, Facilities
Service Office, 6 Griffin Road North, Windsor, CT, 06006-0300. Make
certified check or money order payable to the Disbursing Officer, U. S.
Postal Service. Cash will not be accepted. Copies of design documents
will be available by contacting Cinde Sabin at the Project Architect's
