labor, equipment, materials, transportation and services required or
necessary for the installation of a Government furnished Engine
Generator Set (E/G), Automatic Transfer Switch/Bypass Isolation
(ATS/BIS), and loadbank at the Santa Ana Air Traffic Control Tower
(ATCT), Irvine, California and at the Julian VORTAC, Julian,
California. The existing E/G and its associated equipment will be
removed. The work associated with this project shall include, but is
not limited to, the following: electrical work, demolition, painting,
carpentry, and other work described. All work shall be performed in
strict accordance with FAA plans and specifications. The period of
performance is 60 calendar days at Santa Ana and 30 calendar days at
Julian. Invitation for Bid (IFB) DTFA08-96-B03601 will be available on
or about April 30, 1996, with a public bid opening approximately 30
days thereafter. The estimated price range for this procurement is
between $100,000 and $250,000. All responsible offerors may submit a
bid which shall be considered by the FAA. All interested Offerors must
submit their request for the IFB to the attention of Matt Smilak by

Industrial Code (SIC) for this procurment is 1731 - Electrical Work,
$7.0 size standard. This is an unrestricted procurement in accordance
with the Small Business Competitive Demonstration Program, Title VII of
the Business Opportunity Development Reform Act of 1988 (PL 100-656).
This notice BELOW is for informational purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to 1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Programs (STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
