The projects covered in this statement consist of furnishing all plant,
labor, supplies, equipment, materials, and transportation to perform
various minor construction and repair jobs. THERE ARE NO PLANS AND
SPECIFICATIONS. All work is to be performed at Barnes Air National
Guard Base, Westfield, MA and Worcester Air National Guard Station,
Worcester, MA. It is anticipated that the greater percentage of the
work should be accomplished at Barnes ANG Base. Job Ordering
Contracting (JOC) is an indefinite delivery/indefinite quantity type
contract concept which encompasses a broad range of maintenance, repair
and minor construction work on real property with an estimated dollar
value of $5,000,000. Minimum guarantee is $5,000. Individual delivery
orders shall not exceed $300,000. The project is unrestricted and
interested businesses should notify this office, in writing, of their
interest to bid the project as a prime contractor as early as possible
but no later than 26 April 1996. All responding firms are to identify
their status as 8 (a), Small Disadvantaged Business, small Business
and large business. All written responses must include a positive
statement of eligibility under SIC 1542 ''General Construction''.
During the contract period, base civil engineering personnel will
identify individual projects. Delivery orders will then be issued by
the U.S. Property and Fiscal Office (USPFO) for Massachusetts,
Contracting Section. The contractor is required to be located, by
virtue of the main office or a satellite operation base, in a county
within a 70 mile radius of Barnes ANGB, Massachusetts or be willing to
move their operations (manpower and equipment) within this geographic
area. This office must maintain an organization and construction
equipment sufficient to perform at least twenty percent (20%) of the
actual construction work called for in each delivery order. For the
purpose of this contract, twenty percent (20%) of work does not include
administrative costs. Mobilization, demobilization and the cost of a
superintendent will be included in the coefficient. Projects will vary
in size, dollar amount and will involve but will not limited to,
carpentry, asphalt/concrete paving, roofing, excavation, interior
renovation, electrical, plumbing, sewer line work, sheet metal,
painting, demolition (to include asbestos containing materials),
concrete masonry, welding and HVAC. Interested firms would be
submitting Proposals for a coefficient that will be used as a
multiplier against the R.S. Means book identified in the solicitation,
as well as the city cost index multiplier for Springfield, MA. The
contract performance period consists of one (1) base year period, with
four (4) additional option years to be utilized at the Government's
discretion. Solicitation packages are not yet available but are
