Sources Sought - Republic of Korea Navy KDX Destroyer Program. In accordance with a country to country agreement between the government of the United States and the Republic of Korea. Foreign Military Sales (FMS) Case KS-D-DCK, KS-D-DCL, KS-D-DCM, KS-D-DCN and KS-D-DCO, the Directorate of International Programs of the Air Force Materiel Commands (AFMC's) Electronic Systems Center (ESC) plans to acquire 28 Radios with an option to purchase an additional 3 Radios, Part Number AN/GRC-171D(V)4 Radios, spares and associated technical data. The existing equipment is produced by Rockwell Defense Electronics, Collins Avionics & Communications Division, 350 Collins Road NE., Cedar Rapids, Iowa 52498. ESC plans to issue a solicitation no later than Jun 1996 for 28 Radios with an option for 3 additional Radios, spares and associated technical data. However, any responsible source which believes it can meet the Governments requirements must submit a qualification package not to exceed 5 pages, describing how they can provide 28 radios with an option of 3 additional radios, part number AN/GRC-171D(V)4. If no additional responsible sources are identified as a result of this announcement, the Government intends to negotiate a contract with Rockwell Defense Electronics under the authority of 10 U.S.C. 2304 (c)(1), only one responsible source. Any information submitted in response to this notice will be considered and will be evaluated without prejudice. No telephone inquiries or responses will be accepted. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
