Stevens, Contract Specialist, (301) 427-2180 The NOAA Automated Surface Observing System (ASOS) program has a need for a ground-based sensor that will measure wind speed and direction specifically under icing conditions. The following are some fundamental requirements for the wind sensor. The complete requirement may be obtained from the contact person upon request. The wind speed portion of the wind system shall at a minimum meet the following specification: a range of 0-125 knots; an accuracy of plus or minus 2 knots or plus or minus 5%, whichever is greater; a resolution of 0.1 knot; a distance constant less than or equal to 30 feet; and a starting threshold less than or equal to 2 knots. The wind direction portion of the wind system shall at a minimum meet the following specification: an accuracy of plus or minus 5 degrees at wind speeds greater than or equal to 5 knots; a delay distance less than or equal to 12 feet; a resolution (0 to 359 degrees) to the nearest degree, and a dead band with a maximum of 5 degrees. A ground-based sensor shall be capable of performing over a temperature range of -60 degrees F to 120 degrees F. The sensor shall be capable of performing under environmental conditions including freezing rain, freezing drizzle, snow, and atmospheric contaminants. The sensor shall have a simple alignment to true north. The sensor shall not require preventive maintenance more frequently than every 180 days. The mean time between failures shall be less than or equal to 30,000 hours. The mean time to repair shall be less than or equal to 30 minutes. Responsive offerors shall request a copy of the complete statement of work from the contact person no later than 15 days after date of CBD issuance and should respond within 45 days of CBD issuance.
