Reference is made to BAA 96-02 (''Semiconductor Laser Concept Development'') published on 23 Feb 96 and its amendments issued on 8 and 13 Mar 96. Subject BAA is further amended as follows: 1-- The Government does not intend that Federally Funded Research and Development Centers (FFRDCs) use its privileged information or access to facilities to compete with the private sector. If a contractor plans to team with or use an FFRDC as a subcontractor, it must provide rationale with its proposal that supports the unique capability of the FFRDC which can typically be demonstrated through a contractor's market analysis that surveys potential available sources. Also, the contractor's proposal must be able to demonstrate that: 1) the effort proposed to be accomplished by FFRDC is not restricted under the sponsoring agency's agreement and 2) effort is within the purpose and mission of the FFRDC. 2-- The desired proposal receipt date by PL/PKLB is 8 Apr 96.
