L. Haymans, (912) 673-2670 This is a Firm-Fixed Price Indefinite Quantity Architect-Engineer Services Contract for Electrical and Mechanical Projects at Naval Submarine Base, Kings Bay, Georiga. Work under the contract will consist of preparation of plans, specifications, studies, reports, and cost estimates with an emphasis on repair or replacement of existing facilities for various electrical and mechanical projects that include but are not limited to: fire/security alarms; HVAC installation or rehabilitation; interior or exterior low or high voltage electrical service and distribution; electronics and communications systems; Supervisory Control and Data Acquisition Systems (SCADA); and repair or replacement of thermal distribution systems. The A-E firm must be capable if producing drawings in CADD and specifications in SPECSINTACT. The performance period for this contract will be one year with a one year option under the same terms and conditions as the basic contract. This contract will have a maximum contract amount of $300,000.00 per year and individual delivery orders not to exceed $100,000.00. The minimum guarantee is $10,000.00. Selection evaluation criteria in relative order of importance include: 1. Professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required. For each relevant job listed in Section 8 of the SF 255, the A-E firm must provide the following for each job listed: (a) relevant professional qualifications of team members (i.e. relevant experience of projects completed); (b) performance rating; and (c) a reference (list of contacts) with telephone numbers. 3. Capacity to work on multiple projects under tight schedules. List the firms present business commitments, their required completion schedules, and the availibility of the project team (including consultants) for the specified contract performance period. 4. Past performance on similar contracts with Government agencies and private industry in terms of cost control, quality control, and timeliness. The following information is to be provided: (a) the process for cost control and the key person responsible; (b) the process for compliance with quality control and the key person responsible; and (c) the process for compliance with the performance schedule and the key person responsible (i.e. description of how work will be accomplished in the required time, including the composition of the team and availability of staff). 5. Location in the general geographical area of the project and knowledge of local codes, regulations, and site conditions. 6. Volume of work previously awarded to the firm by DOD with the object of effecting and equitable distribution of DOD architect-engineer contracts among qualified architect- engineer firms including small and small disadvantaged business firms and firms that have not had prior DOD contracts. A/E firms which meet the requirement described herein are invited to submit completed SF 254 (A/E Related Services Questionnaire) and SF 255 (US Government A-E Qualifications). Firms responding to the announcement must deliver a submittal to this office by 4:00 P.M. EASTERN STANDARD TIME on WEDNESDAY, 1 MAY 1996. Submittals received after this date and time will not be considered. If additional firms are needed for consideration, then SF 254s already on file will be used.
