Charles McGee at 912/652-5621. 1. CONTRACT INFORMATION: The Savannah
District, U.S. Army Corps of Engineers, Savannah, Georgia will require
the services of a qualified Architect-Engineer firm for developing and
implementing a street addressing system at Fort Stewart and Hunter Army
Airfield, Georgia. A-E services are required for site investigation,
planning, engineering studies, concept design, preliminary design, and
final design. This will be a firm fixed price contract and it is
anticipated to be awarded in August 1996 and completed in June 1997.
This announcement is open to all firms regardless of size. Large
business offerors must identify subcontracting opportunities with small
business, and small disadvantaged business on SF 255. 2. PROJECT
INFORMATION: Work will consist of developing a postal grid system for
each locale consistent with U.S. Postal Service and E911 standards,
assigning addresses for existing facilities and structures, verifying
structures, streets and street names; developing signage standards and
plans for physical locating signage along roadways and on facilities;
preparation of cost estimates for implementing the addressing system
and investigating on-post and off-post street naming to avoid name
duplications. The successful firm will be required to provide a DBASE
file linking the new addresses with building numbers. Optional work may
also include the preparation of construction design drawings and
specifications for installation of street and facility signage. Firms
desiring consideration must be accomplished in planning, design, the
development of postal grid systems and street addressing and have the
experience and capability necessary to perform automated mapping work
in a format compatible with Integraph MicroStation 5.X MGE/GIS. The
estimates for this project shall be prepared using the latest version
of MCACES Gold Software. The software and users manual will be provided
free of charge to the successful A-E. 3. SELECTION CRITERIA: See Note
24 for general selection process. The selection criteria are listed
below in descending order of importance. Criteria a-e are primary.
Criteria f-g are secondary and will be used as ''tie-breakers'' among
technically equal firms. - PRIMARY CRITERIA: a. Specialized experience
and technical competence/knowledge of: (1) Accomplished in planning,
design, development of postal grid systems & street addressing & have
the experience & capability necessary to perform automated mapping work
in a format compatible with Intergraph MicroStation 5.X MGE/GIS. (2)
Developing postal grid systems consistent with U.S. Postal Service &
E911 standards, assigning addresses for existing facilities &
structures, verifying structures, streets & street names. (3)
Developing signage standards & plans for physical locating signage
along roadways & on facilities (4) Preparation of cost estimates for
implementing the addressing system & investigating on-post & off-post

street & facility signage. (6) DBASE file linking. b. Past performance
on DoD and other contracts with respect to cost control, quality of
work, and compliance with performance schedules. c. Capacity to
accomplish the work in the stated contract period and to dedicate at
least 5 Field Survey Technicians, 2 CADD Operators, 2 Technicians, 2
Address Systems Specialist, 1 Project Manager, 1 Planner, 1 Cost
Engineer, and 1 GIS Specialist. These disciplines must be shown in
Block 4 of SF 255. d. Professional qualifications of key management &
professional staff members. e. Knowledge of the locality as it pertains
to design & construction methods of projects in the geographic area of
this project. - SECONDARY CRITERIA: f. Extent of participation of SB,
SDB, WO, historically black colleges and university and minority
institutions in the proposed contract team, measured by percentage of
the estimated effort. g. Volume of DoD contract awards in the last 12
months as described in Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24
for general submission requirements. Interested firms having
capabilities to perform this work must submit ONE (1) copy of SF 255
(11/92 edition) for PRIME and ONE (1) copy of SF 254 (11/92 edition)
for prime firm and all consultants, to the U.S. Army Engineer District,
Savannah, ATTN: CESAS-EN-EA, 100 W. Oglethorpe, Savannah, GA 31401-3640
by 01 May 1996 to be considered for selection. Include the firm's ACASS
number on the SF 255, Block 3b. For ACASS information, call
503/326-3459. DEPTH of PRIME and SUBCONTRACTOR personnel in EACH
discipline must be SHOWN in Block 4 of SF 255 and SF 254 to CLEARLY
identify the number of PERSONNEL in each firm and Discipline. COVER
