D -- EXTENSION OF CONTRACT 213-93-0003 WITH SOCIAL & HEALTH SERVICES LTD POC Nickie McKenna, Contract Specialist, ADP Acquisitions Branch/DAM 301/443-7078. DHHS/PSC/Division of Acquisition Management has a requirement from the Office of Disease Prevention and Health Promotion (ODPHP) to continue all necessary labor, materials, supplies and facilities currently being provided by Social & Health Services, Ltd (SHS) under Contract Number 213-93-0003 for the operation of the National Health Information Center (NHIC). This extension is required to continue services until the follow-on requirement (RFP 213-96-0003), issued on March 29, 1996 is awarded. The extension will also provide follow-up activities for the second conference on Networked Consumer Health Information to be held in May 1996 and transitional services to the successor contractor. The Government knows of one source, SHS, that has the capability of performing this requirement. SHS was awarded Contract Number 213-93-0003 on March 15, 1993 as a result of a competitive small business set-aside solicitation. Since that time, they have been responsbile for collecting, analyzing, processing, preparing and disseminating information on disease prevention, health promotion and all related consumer health information issues. During the proposed modification period of May 16, 1996 through October 15, 1996, these activities must continue without interruption. SHS will also be responsible for providing follow-up activities for the May conference and conducting transitional phase-in/phase-out activities related to the current contract to the successor. In maintaining NHIC operations, SHS will continue to: (1) provide referral to other health information and communication activities in both the public and private sectors; (2) acquire and organize information on Federal and nonfederal health promotion, disease prevention, health information resources and related communications technology; (3) develop publications (print and electronic) and disseminate materials and related items to relevant audiences; (4) answer public inquiries and direct requestors to appropriate resources; and, (5) prepare proceedings and follow-up documents to the conference. The anticipated period of performance shall be from May 16, 1996 through October 15, 1996. Concerns having the capability to furnish the required services stated above must submit written notification and supporting documentation to demonstrate the ability to satisfy the requirements. No solicitation document exists; therefore, a request for such document shall be considered an invalid response. No award shall be made solely on the basis of any response to this notice. If no affirmative responses are received within 45 days from publication of this notice, the Contracting Officer shall proceed with award to SHS.
