Lewis Research Center seeks sources for a multiyear procurement for the
evaluation and characterization of material and for the testing of
various high temperature materials (Mechanical testing of
Radiation-cooled rocket materials). Requirements contract is
anticipated with fixed price rates. A minimum and maximum number of
samples will be specified. Government may issue multiple contract
awards for the material characterization requirements and a contract
for the testing of high temperature materials requirements. Material
characterization systems to be evaluated may include iridium/rhenium,
hafnia/iridium/rhenium, iridium/tantalum-tungsten, platinum-rhodium.
Material characterization tasks include sample preparation, qualitative
analysis of samples, quantitative analysis of samples, and reporting.
High temperature testing of materials may include rhenium, iridium,
niobium, niobium alloys, tantalum-tungsten alloys, tungsten-rhenium
alloys, iridium-rhenium alloys, platinum-rhodium alloys. Material
testing tasks shall consist of test sample preparation and reporting
and one of the following tests; annealing of test samples, tensile
testing, low cycle fatigue testing, creep rupture testing, thermal
cycling testing and ring shear testing. Any interested source shall
identify their status as a small business or 8(a) firm or large
business. Responses should be received by April 16, 1996, at M.S.
500-306. Potential sources shall provide information related to their
overall scientific, technical, and engineering capabilities and related
experience including equipment and company resources which are
pertinent to the proposed procurement. Subsequent to receipt and
evaluation of this notice, NASA intends to issue a formal Request for
Offer (RFO) to fulfill the requirements for this procurement. It is
anticipated that the RFO will be issued about early May with proposals
due thirty days later. Estimated period of performance is 60 months,
base period of twelve months with four option periods of twelve months
each. Effective October 1, 1995, the Internet will be the only source
of NASA Lewis Research Center MidRange synopsis and solicitations.
