L -- CONTRACTOR ENGINEERING AND TECHNICAL SERVICES SOL N00140-96-Q-F114 POC Steve Santoro, Contract Negotiator, (215)697-9663. It is intended to procure CETS and CMS, by qualified contractor personnel for the purpose of providing training support to the Royal Thai Navy personnel on the installation and operation of the TF41 Engine Monitoring System (AYQ16) ground station, data extraction/data interpretation and system maintenance. The proposed procurement is estimated by Naval Aviation Engineering Service Unit (NAESU) to be two separate call ups of four weeks duration each during the period 28 May 96 through 30 Sep 96, on an on-call basis. This effort will be covered by a modification to an existing contract with Allison Engine Company. This period covers the Government's minimum needs for this period. The solicitation will contain specifications for Contractor Maintenance Services Representatives. The place of performance is various Fleet and Shore Activities in U-Tapao, Thailand. The eventual contract action is for services which the Government intends to solicit and negotiate with Allison Gas Turbine Division under the authority of FAR 6-302.1. Allison is the only supplier of these services at this time. The firm is the Original Equipment Manufacturer and the only known source with the required technical and engineering expertise, ''in-plant'' support, and requisite data base to perform the required services.
