R -- EMRAD ANALYSIS DEVELOPMENT CONTRACT SOL W600148-G1 POC Contracting Officer, Brian Neiheisel, (202)260-9934 The Environmental Protection Agency Office of Solid Waste is requesting proposals for a CPFF, level of effort contract. The contractor will support the Economics, Methods and Risk Analysis Division by assistance with (1) developing methodologies for analyzing costs, benefits and impacts of waste related regulations; (2) conducting innovative benefits analyses including collecting and interpreting data; (3) analyzing economic impacts for facilities and industries which will be affected by proposed or implemented regulations; (4) collecting information which will allow EPA to characterize industries that are potentially subject to Resource Conservation and Recovery Act (RCRA) requirements; (5) suppling information which will aid EPA in identifying high priority problems to be addressed through RCRA policies; (6) providing information, examining collection methodologies and providing quality control activities on data validity for EPA established RCRA goals. The EPA has identified that a conflict of interest exists between RCRA Enforcement, Permitting, and Assistance prime contractors and prospective offerors for the EMRAD Analysis Development Contract. The contract will have a maximum potential of 150,000 hours (one year base period of 30,000 hours LOE, plus a maximum potential of 30,000 hours for four subsequent option periods). It is anticipated that the RFP will be released approximately 30 days after publication of this announcement. Proposals will be due approximately 30 days following release of the RFP.
