Postal Service is soliciting proposals for one or more Indefinite
Quantity Contract(s) for Repair and Alteration Projects at various
USPS-owned and leased facilities located in the San Jose Area, Fresno
Area and Bakersfield Area of the San Jose District, CA. There will be
separate award(s) for each area. This includes the counties of: 1. For
the San Jose Area: Monterey, San Benito, Portion of Santa Clara and
Santa Cruz; 2. For the Fresno Area: Fresno, Madera, Mariposa, Merced
and Tulare; 3. For the Bakersfield Area: Kern, Kings and a portion of
Santa Barbara. The contract term will be two years. Initial contract
value is $500,000. Postal Service reserves the right to increase the
potential of the contract in increments of $500,000, not to exceed
$1,000,000 total. Quantity of work ordered will not be less than
$10,000. Offerors are required to submit a single multiplier for each
area to be applied to unit prices to determine the value of each work
order issued. The multiplier must contain the offeror's overhead,
profit, bonds, insurance and all other contingencies. No allowance for
such items will be made after contract award. Although price will be
a factor, the award may not be made to the offeror submitting the
lowest multiplier. Evaluation factors other than price in order to
determine a firm responsible are: (1) A demonstrated track record of
successful performance on similar contracts in the locality of the area
listed above over a period of the last 3 years; (2) Adequate financial
strength and resources; (3) Favorable references; (4) Ability of the
contractor to perform on the site, with its own organization, work
equivalent to at least 12 percent of each work order; (5) Qualified
personal superintendent/foreman who will be at the worksite at all
times during progress of each work order with authority to act for the
contractor; (6) Ability to start all work orders within 10 days after
receipt; (7) Proximity of home office to area being served; (8) Have
a sound record of integrity and business ethics. The minority
subcontacting goal for this contract(s) is 5%. Performance and Payment
Bonds along with evidence of current State of California contractor's
license issued in the name of the offeror/contractor must be received
within ten days after issuance of ''Intent-to-Award'' letter. The
Postal Service does not accept individual sureties. Offers will not be
publicly opened and all proposal information will remain confidential
until contract award. There is a non-refundable charge of $25.00 for
the plans and specifications. Please make check or money order payable
