The work to be accomplished includes, but is not limited to, the following: 1) Demolition of existing shop air-handling units and condensing units and associated piping and ductwork, as indicated. At least two units shall remain operational at all times (diagonally located units) if installation is done between May 1 and October 15. 2) Removal of external electrical equipment and conductors associated with existing air-handling and condensing units. 3) Furnish and install new air-handling units and condensing units and all piping and ductwork for a complete and operable system. 4) Relocation of Utilities Control System remote control units from existing air-handling units to new condensing units. 5) Provision of electrical services and control equipment and circuits for the new air-conditioning systems. 6) Provision of a general-use electrical receptacle near each new condensing unit. Contract duration 150 days. Estimated cost range between $250,000 and $500,000. All responsible sources may submit a bid which will be considered by the Agency. The proposed contract listed herein is a 100 percent small business set aside. Bid opening is approximate. Solicitation available approximately 4-12-96. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the NASA ombudsman Tom Luedtke at 202-358-2090. Before consulting with any ombudsman, interested parties must try to resolve their concerns with the contract specialist or the contracting officer.
