58 -- REQUIREMENT TO MODIFY THE U.S. ARMY OWNED AN/FPN-66 AIRPORT SURVEILLANCE RADAR SOL DAAB07-96-R-B262 DUE 050196 POC Frank Elliott, Contr Ofcr, 908-632-2628, or Contr Spec, Marlene Klim, 908-532-2628. It is the intention of the Government to enter into noncompetitive negotiations with Wilcox Electric, Inc., 2001 N.E. 46th St., Kansas City, MO 64116 for acquisition of upgrade of radar to provide full digital capability to include upgrading up to nine (9) of the radars to six (6) level weather capability. The digitization effort will include providing a National Airspace System (NAS) compatible output (CD2 or ASR-9 format) to allow future integration with the NAS Terminal Advanced Automation System (TAAS) while maintaining the current interfaces with existing radar performance. The required modifications and upgrade will be accomplished without degradation to existing radar performance. Technical Data, plans, drawings and specifications are not available to the U.S. Army. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual. All requests must include (1) company name, (2) point(s) of contact name(s) and title(s), (3) return address(es) and (4) telephone number(s).
