69 -- PERISCOPE TARGET MODELING FOR U.S. NAVY TRAINING SYSTEMS POC Contact Caretha Brown-Griffin, (407)380-4013, Contracting Officer, Jerry Miller, (407)380-8383 Sources Sought - The Naval Air Warfare Center Training Systems Division is seeking information on potential sources who have the capability to model visual targets for an ESIG 500 image generator made the Evans and Sutherland (E&S) Computer Corporation. The contractor must have the necessary hardware and software to develop 3-D visual targets and be able to put them in a format that can be used on the ESIG 500 and the contractor must also have a working knowledge of the systems loading requirements so that the target(s) will not overload the computer system. The ESIG 500 used by the Government currently contains 54 targets in a visual database. The targets are comprised of 600 to 700 polygons with approximately 300 polygons visible at any one time. The targets are modeled with several different transition ranges such that at high level of detail approximately 250 polygons are displayed and at low level of detail approximately 50 polygons are displayed. The targets are mainly ocean going Naval and commercial vessels modeled for an ocean environment. These targets run on an ESIG-LC Operating System developed by the Evans and Sutherland Computer Corporation in 1985. The Government is examining the possibility of developing a maximum of 20 targets per year over a multi-year period. The contractor must have the capability of delivering 20 targets in a 12 month period from start to finish of each year's effort. If a contractor desires to see pictures of the existing models to get a better idea of the effort involved, a request should be made to the Contracting Officer. The Government will provide visual pictures of the targets to be modeled either through the Jane's ship publications or through Government military photographs. These pictures would include top and side views of the targets. The contractor would then be required to take this information and produce a new visual database with the additional targets requested. The contractor would be required to take the new targets and integrate them into the existing STVTS database. The Government does not anticipate the use of classified data in the target modeling. In order to be considered qualified, prospective offerors must respond with the following information: a. Give a history of your company and its experience/involvement with visual systems and visual graphics. The company should specifically list what visual systems they were involved with. The contractor should state whether they developed the visual system or simply did work on the visual system. The contractor should state what graphics he has developed in the past and for what visual system the graphics were developed. b. The contractor should specifically list what contracts and under what circumstances that he has worked on an ESIG 500 visual system. If the contractor has no experience working on an ESIG 500 visual system this should also be stated. The contractor should list how many personnel he has with ESIG 500 experience, how many personnel he has with graphics experience, and how many years of collective experience that his personnel have with the ESIG 500. c. The contractor should state what equipment he has available to work on this type of effort including the hardware and software the contractor would use to generate visual targets. The description of the software used should include the database development tools used to develop 3-D models and how these tools are compatible with the ESIG 500 databases. The SIC code is 3699. All interested contractors shall provide a Capability statement, not later than 15 May 1996, which shall include a statement whether the firm seeks to participate in this effort as a prime contractor. Firms should also indicate whether they are a small business, a small disadvantage business, 8(a), or a large business. Submit only unclassified information for consideration and evaluation. The Government will not pay for any information received in response to this notice nor will the Government compensate any respondent for any costs incurred in development of information provided to the Government. Any information received as a result of this notice will not be provided to other contractors. THERE IS NO SOLICITATION AVAILABLE AS A RESULT OF THIS NOTICE AND THERE WILL BE NO CONTRACT AS A RESULT OF THIS SURVEY WHICH IS FOR INFORMATIONAL PURPOSES ONLY.
