Officer, 804/279-3957. Broad Agency Announcement (BAA) The Defense
Logistics Agency (DLA) serves within the Department of Defense (DOD) as
a wholesale level industrial distributor of spare parts, maintenance,
repair and operating supplies for the military services worldwide. DLA
is interested in demonstrating unique and innovative approaches for
providing logistics support to the military services that will maintain
the highest state of weapon systems readiness, to include surge
capability, by improving the logistics support provided to the military
service's maintenance facilities. These facilities perform the major
repair and/or rebuild of weapon systems and major components. To
facilitate performing to the expected objectives of the program, new
strategies are required utilizing advanced manufacturing, distribution,
and materials management techniques to improve repair turn around time,
and the ability of the industrial base to respond to changes in
customer demand and effectively reduce the overall cost to the
government. This requires integration of commercial and military supply
and distribution systems, electronic data interchange, management of
demand based customer inventory and direct vendor delivery. The desired
level of performance is broadly categorized in terms of improving order
fulfillment cycle-time, product quality, total cost, and the capability
to deliver other information and/or technical support services. The
private sector provider of this service will act as an extension of DLA
and will be expected to establish an intelligent partnership between
the maintenance customer, DLA and other supply sources; and to use
innovative, state of the art methodologies to reorganize, synchronize,
supplement and otherwise improve the effectiveness of the support
provided by the existing DOD supply chain processes and systems. The
purpose of this BAA is to announce that DLA is soliciting proposals for
this effort under the Virtual Prime Vendor (VPV) Program. Proposals can
be either narrowly directed at improving the supply support for the
maintenance, repair and rebuild of a specific weapon system or major
component (e.g., aircraft propulsion systems; airframes, avionics,
thrust producing assemblies and associated components, etc.), or be
more broad. A key goal is to develop a process which can be exported
from a single demonstration site to other DOD locations and/or will
serve as an example for expansion to other weapon systems programs.
Initial site will be located at Warner Robins Air Logistics Center,
Robins Air Force Base, Georgia. The successful VPV contractor(s) will
be expected to provide and/or coordinate the supply support effort for
the full range of parts and components consumed in the operation and
repair of the weapon system and/or its major components. Initially the
use of the existing DLA inventory of parts and/or long term contracts
is encouraged to avoid unnecessary materials and/or operational
expenses for DOD. Once the DLA pipeline is exhausted, it will be
incumbent on the VPV contractor to determine the best method of support
to meet the performance criteria of the program. PROGRAM SCOPE:
Proposals for individual efforts should not exceed three years in
length, but should address option periods that, if used, would last
until extinction of the weapon system. Technologies which have a
significant impact on key logistics metrics, such as customer wait
time, backorders, customer complaints, cost of quality, inventory
reduction, administrative procurement lead-time, combat readiness, will
be given highest priority. Proposals are to include cost data, as well
as proposer's preferred type of contract. Contract award(s) are
expected to be made during the last quarter of fiscal year 1996. Awards
may be made under FAR 6.302-3. Progress will be assessed monthly and
action items will be determined to ensure timely completion of the
project and to capitalize on findings. GENERAL INFORMATION: Internet
email is the preferred mode of communication. Numerous commercial
services are now available to provide perspective offerors with access
to the Internet. This BAA will remain open for 36 months. Proposals
received on or before May 31, 1996, will be considered for initial
contract award(s). Proposals received subsequent to that date will be
considered for award at later dates. In order to minimize unnecessary
effort in proposal preparation and review, proposers are encouraged to
submit brief proposal abstracts in advance of full proposals. An
original and four (4) copies of the proposal abstract must be submitted
to: Defense Supply Center Richmond, DSCR-X, Attn: Mikal Brown, 8000
Jefferson Davis Highway, Richmond, VA 23297-5000 on or before 4:00 PM,
May 1, 1996, to receive an answer prior to the initial submission date
for full proposals. Upon review, DLA will provide written feedback
within 15 days of receipt on the likelihood of a full proposal being
considered. Proposers must submit an original and four (4) copies of
full proposals by 4:00 PM May 31, 1996, in order to be evaluated in the
initial round. The cut-off date for receipt of administrative
correspondence and questions is 4:00 PM, May 24, 1996. Proposers must
obtain a document, BAA VPV 96-01, Proposer Information Package (PIP),
which provides further information on areas of interest, the
submission, evaluation, funding processes, proposal and proposal
abstract formats. This document may be obtained by electronic mail as
discussed above, or fax. Requests by US Mail to the administrative
mailing address given below will be honored, but with a slower
response. Proposals not meeting the format described in the pamphlet
may not be reviewed. This notice, in conjunction with the document BAA
VPV 96-01, Proposer Information Package, constitutes the total BAA. No
additional information is available, nor will a formal RFP or other
solicitation regarding this announcement be issued. Requests for same
will be disregarded. The Government reserves the right to select to
award all, some or none of the proposals received. All responsible
sources capable of satisfying the Government's requirements may submit
a proposal which will be considered by DLA. Teaming arrangements
between developers and systems integrators, universities, research
institutes, or other collaborators, are encouraged, and single
proposers should anticipate the possibility of being expected to work
collaboratively with other organizations if they receive an award.

96-01 Proposer Information Pamphlet. Evaluation of proposals will be
accomplished through a technical review and evaluation of each proposal
using the following criteria, which is listed in descending order of
relative importance: (1) potential contribution and relevance to DOD's
and DLA's mission, including key performance metrics to be impacted
(2) plans and capabilities to accomplish logistic support solicited and
demonstrable execution of a logistics program of this magnitude (3)
technical merit of logistic support methodologies proposed (4)
corporate capability, experience and qualifications of personnel in
related experiences (5) realism of the proposed cost. Note Cost realism
will only be significant in proposals which have significantly under or
over estimated the cost to provide the required support. An industry
conference will be held the latter part of April. Details will be
provided upon request. All administrative correspondence and questions
on this solicitation, including requests for information on how to
submit a proposal abstract or proposal to this BAA, must be directed to
one of the administrative addresses below, electronic mail is
preferred. DLA intends to use electronic mail and fax for
correspondence regarding this BAA, VPV 96-01. Proposals and proposal
abstracts may not be submitted by fax; any so sent will be disregarded.
