D -- EXTENSION OF CURRENT CONTRACT FOR DEVELOPMENT AND PRODUCTION OF ENHANCED ''DAY-2'' GOES-8/9 SATELLITE PRODUCTS SOL Contract 50-DDNE-0-00045 POC Ms. Marlene Quade, Contract Specialist, 301/713-0839, Ms. Aileen Redding, Contracting Officer, 301/713-0839 The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate, on a non-competitive basis, a 7 1/2 month extension of the existing contract 50-DDNE-0-00045 with Hughes/STX Corporation. This contract is for the development and production through calendar year 1996 of enhanced ''Day-2'' GOES-8/9 satellite products in support of National Weather Service (NWS) requirements. This extension will allow the National Environmental Satellite, Data and Information Service to provide GOES-8/9 satellite products during the critical severe storm season (Spring, Summer 1996) and hurricane season (June 1, 1996 through November 30, 1996). NOAA is currently engaged in extensive evaluation and testing of new ''Day-2'' Quantitative Products derived from the next-generation GOES-8/9 satellites. Instrument data available from these spacecraft, including imager and sounder measurements, are being exploited to produce enhanced atmospheric and surface parameters. These include atmospheric soundings of temperature and humidity, cloud-drift and water vapor wind vectors, cloud products to supplement the NWS Automated Surface Observing System (ASOS) reports, derived imagery of atmospheric precipitable water, stability and surface temperatures, and measurements of surface soil moisture, snowcover and solar insolation. The National Centers for Environmental Prediction, (NCEP) including the Tropical Prediction Center (TPC), in concert with NESDIS, are implementing substantial weather forecast upgrades through calendar year 1996 using ''Day-2'' GOES-8/9 quantitative products, in support of the NOAA's Short-Term Forecast and Warning Initiative. During this period, the NWS will be incorporating new forecast and warning procedures which will significantly increase the accuracy of severe weather forecasts, including severe thunderstorms, tornados and flash floods, and improve the reliability of hurricane and tropical storm landfall forecasts. Since this program involves the protection and preservation of life and property, any contractor assuming these duties must be able to do so without disruption of GOES-8/9 satellite-derived products production. The ''Day-2'' GOES-8/9 Quantitative Products are generated using a complex ADP FORTRAN software system running on several IBM RISC/6000 UNIX workstations, with the AIX and McIDAS-X operating systems. The products are formatted in international BUFR and GRIB format, and transmitted to the NCEP CRAY computers for use in their numerical forecast models. Any contractor assuming these duties would need extensive and intimate knowledge of the GOES-8/9 ''Day-2'' Quantitative Products ADP system, IBM RISC/6000 workstations, AIX and McIDAS-X operating systems, BUFR and GRIB coding and decoding procedures, and CRAY computer systems, in order to ensure that there was no impact on the routine production of ''Day-2'' GOES-8/9 Quantitative Products. Science support is required for corrective, adaptive and preventative science algorithm modifications during this contract period, 24 hours per day, seven days per week. Vendors who believe they can provide the required services are invited to submit, in writing, an affirmative response demonstrating an ability to immediately assume the above duties without disruption to current data production and demonstrating a cost benefit to the Government in view of the short period of performance and the pending recompetition (sol. no. 52-DDNE-6-90012). Any written responses must be received no later than 15 days after the publication of this synopsis. In order to be considered responsive, the correspondence must be accompanied by a written narrative statement of capability, including detailed technical information and other technical literature, sufficient to permit agency analysis in order to determine a bona fide capability to meet the Government's requirements. Responses without the required documentation will be considered non-responsive. This is not a formal notice of solicitation. See Note 22. (0089)
