The National Library of Medicine seeks to develop and demonstrate the use of the National Information Infrastructure in health care, clinical research, and public health by supporting testbed networks for linking hospitals, clinics, doctors's offices, health professional schools, health sciences libraries, universities, and/or public health authorities to provide two (2) or more of the following: telemedicine or collaborative technology to allow multiple health care providers to treat remote patients; creation, transfer, and use of electronic health data; decision support and information services for patients, care givers, researchers, and/or public health professionals; collection and management of data for multi-site clinical research projects; transfer of information between the health care and public health systems. Projects must have a strong evaluation component designed to improve understanding of the impact of advanced telecommunications and computing on the nation's health system and on cost, quality, and access to care. They should also address the following, if applicable: technical and organizational approaches to safeguarding the confidentiality and accuracy of personally identifiable electronic health data, while also providing efficient access for legitimate health care and public health purposes; and utility of emerging standards for health data, including HL7, DICOM, and controlled health vocabulary. Projects will have an initial planning phase and may involve applications development and evaluation or evaluation of existing applications. RFP NLM-96-105/MVA will be available on or about April 15, 1996. Issuance of the RFP is contingent upon receipt of a Delegation of Procurement Authority from the Department of Health and Human Services. Proposals will be due on or about May 22, 1996. Multiple awards of cost-reimbursement contracts with options are anticipated on or about September 30, 1996. All responsible resources may submit an offer which will be considered by the National Library of Medicine. See Note 26. (0089)
