DACA05) Indefinite-Delivery, Indefinite-Quantity Cost Reimbursement
contract for Environmental and Health/Safety Compliance Services in
support of the Department of Army Environmental Compliance Assessment
(ECA) Program at various locations within the South Pacific Division
boundaries and nationwide customers. Environmental and health/safety
assessments will be conducted at various facilities and activities for
compliance with Federal, State, and local laws and regulations.
Assessments may require determination of compliance status, preparation
of required environmental and health/safety compliance documents, a
variety of management plans (hazardous waste, hazardous storage, spill
prevention, pollution prevention, etc.), air emissions inventories,
and Emergency Planning Community Right to Know reports, etc. Services
may also include preparation of design and/or planning documents and
completion of permit applications. This procurement will be conducted
under SIC code: 8711. The size standard for this SIC code is: $2.5
million. The acquisition method is negotiated procurement. A technical
and cost proposal will be required. Evaluation by the Government will
result in selection of firm that represents the best value to the
Government. Large businesses competing for this project must comply
with the FAR 52.219-9 clause regarding the requirement for a
subcontracting plan on the part of the work it intends to subcontract.
The recommended goals for subcontracting are 52.5% for small business,
8.8% for small disadvantaged business, and 3.0% for small
business/woman-owned. A firm that submits a plan with lesser goals must
submit written rationale to support goals submitted. The solicitation
package will be available on or about 22 Apr 96. There is no charge for
the solicitation package; however, only one package is available per
offeror as there are a limited number. Requests may be submitted by

not address to the contract specialist as this will delay your order.
Requests MUST reach this office by the DUE DATE of 13 Apr 96 to ensure
receipt of solicitation package as there are a limited number
produced. Orders received beyond this date WILL NOT be honored. Firms
