(Site Code DACA05) This project requires the services of a TQM Manager to monitor and administer the Total Quality Management (TQM) program at the Sacramento District Office. The TQM manager will be responsible to facilitate the TQM process by providing TQM training, assist in the development of mid and short-range goals for iomplementing TQM, assist in the identification of the critical processes for analysis, evaluation and improvement by the Process Action Teams (PATS), develop implementation plans to conduct studies by the PATS, participate in the decision making process by the process owners, assess the overall progress of the TQM program, and provide a periodic cost/benefit analysis of the TQM activities in progress. The TQM Manager will be provided on-site Government office space and equipment and will be expected to be available on-site during the 40-hour work week. This procurement will be conducted under SIC code: 8742. The size standard for this SIC code is: $ 5.0 million. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of firm that represents the best advantage to the Government. The proposed contract is 100% set aside for small business concerns. The solicitation package will be available on or about 16 Apr 96. There is no charge for the solicitation package; however, only one package is available per offeror as there are a limited number available.
