The National Library of Medicine (NLM) intends to negotiate with Judith B. Kaplan of 90 Boston Avenue, Medford, Massachusetts 12155 on a sole-source basis for a fixed-price type purchase order for a one-year period of performance for the following copyediting services: 1) copyediting manuscripts provided by Public Health Reports (PHR), which includes editing for readibility, PHR style and format (Council of Biology Editors Manual) and clarity; 2) working with the editor and authors to understand the goals in editing for each manuscript; and 3) returning to PHR each original manuscript, a copyedited manuscript, and a diskette containing both versions of the manuscript within ten days of receipt. PHR will supply the manuscript to be edited as well as a diskette. Judith Kaplan is a professional copyeditor familiar with public health and the PHR's style and requirements, which is essential to the performance of the services, due to the national audience of the Public Health Reports periodical. Judith Kaplan is located in close proximity to the JFK Federal Building, Boston which is also essential since the vendor will meet frequently with the staff of the Public Health Reports. NLM has determined that Judith Kaplan is the only vendor capable of providing the necessary services. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Judith Kaplan without full and open competition is planned. See Numbered Note(s): 22. (0089)
