The Contractor shall provide professional and management support services for Strategic Weapons System Program Assessment. Negotiations will be conducted with Systems Planning & Analysis (SPA), Falls Church, VA. SPA is the only company with immediate capability and expertise in a wide variety of weapon system analyses in areas directly applicable to this procurement such as: technical trade-off studies; developing performance incentive criteria for TRIDENT contract; establishing program inventory objectives; and a wide variety of applications similar to this procurement. A modification to existing contract N00030-92-C-0044 will be negotiated on a Sole Source basis with SPA. See Note 22. (085)
