R -- SOURCES SOUGHT FOR SOURCE LIST FOR USE BY TROUBLED PUBLIC HOUSING AGENCIES IN PROCURING MANAGEMENT AND REVIEW SERVICES POC Amal Elnaggar, Housing Management Specialist, (202) 708-0614x4282. Sources sought for qualified, experienced, and responsible firms interested in being placed on a source list for performing reviews of the operations of public housing agencies (PHAs); for managing one or more public housing developments, or for the overall management of a PHA. Interested firms are requested to give written notification (include telephone number for a point of contact) to the Office of Public and Indian Housing listed below within 60 days from the date of this advertisement. The address for submission of the written response is: Department of Housing and Urban Development; ATTN: Amal Elnaggar, Housing Management Specialist; Office of Public and Assisted Housing Operations; Project Management/Room 5139; 451 7th Street, S.W.; Washington, D.C. 20410. A responding firm must submit information indicating its qualifications to perform each of the service(s) for which it wishes to be qualified. Information on qualifications should include the names, titles and telephone numbers of the principals at the company; the background and experience of the firm's principals and key staff; examples of specific work performed in the areas for which qualification is sought; and PHA housing development(s), etc., where work was performed and listed as work examples should be provided as references. HUD will check references during the course of its evaluation of each respondent. Information reflective of a firm's past experience in successfully turning around troubled housing developments in the publicly assisted or private sector, or in otherwise successfully addressing problems related to the management of rental housing will be favorable considered. The number and title of each service for which qualification is sought should be clearly indicated. A firm will not be evaluated in any area for which it did not specifically state it was seeking qualification. The following list of services reflects the need for PHA-wide operational review/management skills, as well as the need for skills in very precise areas within a PHA's operation that may require specialized attention. An interested firm may submit its qualifications for any one or more of the following service areas: 1. Management of large scale assisted rental housing operations including administrative responsibility for all the service areas listed below. 2. Management of an individual, particularly troublesome housing development(s) within a larger housing operation. 3. Review of all the basic operational components of a large real estate operation, including service four (4) through 15, and ability to plan and implement needed inprovements. 4. Ability to determine the physical and management causes of vacancies at a PHA and to make recommendations for correcting the problems causing such vacancies. 5. Review of security measures and the ability to plan and implement needed improvements. 6. Review of procurement policies, procedures and inventory control systems, and the ability to plan and implement needed improvements. 7. Review of maintenance systems, including but not limited to, daily maintenance procedures, maintenance staffing and organization, material and equipment access and utilization, preventive maintenance systems, etc., and the ability to plan and implement needed improvements. 8. Review of automated data processing and management information systems, and the ability to plan and implement needed improvements. 9. Review of budgeting and financial accounting and reporting procedures, as well as fiscal controls, and the ability to plan and implement needed improvements. 10. Review of administrative staffing and organization, personnel management, personnel policies and procedures, including any effect of applicable state/local civil service requirements and/or union agreements, and the ability to plan and implement needed improvements. 11. Review of labor union issues and past products of negotiations with unions, and the ability to plan needed changes, as well as to assist in union negotiations. 12. Review of occupancy functions, including but not limited to resident selections, leasing of units, rent calculations and collection, annual reexaminations of family composition and income, transfers, marketing and outreach programs, evictions, etc., and the ability to plan and implement needed improvements. 13. Review of utility usage, both fossil fuels and water, for any potential savings, evaluation of utility systems and the ability to plan and implement needed improvements. 14. Review of major building systems; i.e., plumbing, electrical, heating, cooling and structural, and the ability to plan and implement needed improvements. 15. Review of the administration of major capital improvement programs, including cost-estimating and knowledge of bidding and contracting procedures, and the ability to plan and implement needed improvements. This is not a formal solicitation, but a determination of potential interest and availability of firms, and does not require individual acknowledgement by HUD of the responses. HUD intends to encourage PHAs to solicit responses to request for proposals from the list of sources resulting from this advertisement. Any contract between the PHA and the selected contractor(s) would be accomplished under the procurement standards in 24 CFR 85.36; HUD would not be a signatory to such contracts. Additionally, HUD may use the source list for management or review services, where determined appropriate, and in accordance with applicable procurement regulations. HUD intends to publish a Notice listing those contractors who appear to be qualified and who have responded in a manner consistent wih the requirements of this advertisement for use by HUD Offices and PHAs. The Notice will represent a reissuance of Notice PIH 94-75 (HA), which resulted from the publication of a similar advertisement in the Commerce Business Daily on May 24, 1994. The new Notice will contain the names and addresses of those firms listed as appearing to be qualified in the prior Notice, as well as a listing of those firms responding to this advertisement and appearing to be qualified. Firms currently listed in Notice PIH 94-75 (HA) need not respond to this advertisement unless they wish to be excluded from the new Notice or wish to expand/reduce the number of service areas for which they are currently listed as appearing to be qualified.
