The US Army Corps of Engineers, Pacific Ocean Division, intends to negotiate a contract with GTE Hawaiian Tel to re-route telephone cables from their existing locations in Schofield Barracks, Hawaii onto 13 new telephone poles supplied by the Government located on the same installation. This service shall be provided without adverse impact on the overall telephone operations in the local area. The authority cited for this sole source acquisition with GTE Hawaiian Tel is 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Suppplies or Services Will Satisfy Agency Requirements. GTE Hawaiian Tel is the only known Local Exchange Company (LEC) in the State of Hawaii that can provide this service at this time. GTE Hawaiian Tel presently provides telephone services for Schofield Barracks under the Oahu Telephone System (OTS) contract, and commercial telephone services under the Public Utilities Commission (PUC) provisions. GTE Hawaiian Tel has the existing cable records and the outside plant personnel necessary to expeditiously install or alter official and commercial telecommunications cable systems - to remove, cut, and cap without adverse impact on the overall telephone operations.
