OH anticipates a no cost competitive acquisition for the production of
the ''Leading Edge'' AFMC magazine. Consideration for said services
will be the revenues generated through the sales of advertising space
within the published ''Leading Edge'' magazine. Publication guidance
and procedures shall be IAW Air Force Instruction (AFI) 35-301, 15 Apr
94. Sources are being sought that are capable of performing this
requirement. The magazine publication currently is funded by the Air
Force. It is a monthly magazine, with a slick, four-color cover,
litho-coated book stock inside, averaging 32 to 36 pages, about 20 of
which are four-color pages. The magazine's primary target audience is
the command's mid to senior-level management, including the Air Force's
senior acquisition, logistics, testing, and research and development
officials. The magazine will be distributed to AFMC headquarters, the
command's bases and other locations nationwide. Minimum circulation is
anticipated at 20,000 copies a month for a work force of 110,000. The
Air Force Material Command's Public Affairs Office shall maintain all
editorial control and design of the magazine. Actual production of the
magazine shall be accomplished within a fifty-mile (50) radius of
Wright-Patterson AFB OH. The magazine would devote no more than 60
percent of its total space to advertising. REQUIRED QUALIFICATIONS
entail proven management tools, techniques, knowledge and an experience
base relative to the AFMC/PA program requirements. CAPABILITIES
STATEMENT shall be provided by the offerors to the Gov which include a
brief description of 1) possible monthly production lead times 2) type
of publishing hardware and software 3) average number of pages per
issue to accommodate current editorial space plus targeted advertising
space 4) maximum number of copies to be printed to achieve a better
distribution ratio than currently exists 5) potential for direct-mail
distribution of individual copies 6) possible contractor augmentation
of current Gov editorial staff and 7) a description of contractor's
past performance with similar projects relative to production
capabilities, equipment, printing quality and ability to meet schedule.
This synopsis is for information and planning purposes only, does not
constitute and IFB or RFP, and is not to be construed as a commitment
by the Government. This requirement is governed outside of FAR. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
