INTERESTED IN PROVIDING CONSTRUCTION SERVICES TO RENOVATE MULTIPLE
EXISTING FULL SERVICE LOBBIES IN THE STATES OF ARKANSAS, LOUISIANA,
OKLAHOMA, AND TEXAS SOL 482980-96-A-0331 DUE 042696. Contact, John

Architect-Engineer, 512/924-7065. The U.S. Postal Service issues this
notice of intent to firms to provide construction services to renovate
multiple existing full service lobbies in the States of Arkansas,
Louisiana, Oklahoma, and Texas. The individual lobbies contained in the
postal facilities will range from approximately 500 square feet to
4,000 square feet. Exact locations and number of lobbies to be modified
has not been determined. Each project will typically involve interior
renovation work with only minor modifications, if any, to the building
exterior. Exterior and interior signage installation is part of each
project. The construction will require close coordination with each
postal facility Postmaster/Station Manger, USPS Facilities Service
Office personnel and other USPS representatives. The construction
contract must provide all labor, material, equipment, services,
permits, taxes and insurance necessary to complete the work as well as
phasing construction operations to minimize disruption to each
affected postal facility. Each postal facility involved will remain in
full operation throughout contract term. The typical trades involved
area: drywall, flooring, ceilings, carpentry, finishes, electrical,
mechanical, and fire protection. Modifications to existing piping,
equipment, devices and services is anticipated. The contractor shall
coordinate, order, receive and install certain USPS-furnished materials
and equipment. Construction time-frames are as follows: Projects
involving ``Unit Accountability'' and ``Fix-up'' shall be completed
within forty-five (45) calendar days from notice to proceed. Projects
involving ``Renovate to Open Marketing'' and ``Renovate to Store
Concept'' shall be completed within sixty (06) days from notice to
proceed. (The planned construction start date is May 1, 1996 for
projects in the Austin, TX metropolitan area only.) A fixed price
construction contract will be awarded for one or more of the lobby
renovation sites to the successful offerors(s). The anticipated
construction costs for the facilities involving ``Unit Accountability''
and ``Fix-up'' is expected to range from $60,000 to $100,000 per
facility. The anticipated construction costs for the facilities
involving ``Renovate to Open Marketing'' is expected to range from
$150,000 to $230,000 per facility. The anticipated construction costs
for the facilities involving ``Renovate to Store Concept'' is expected
to range from $200,000 to $500,000 per facility. Primary
prequalification factors are: (1) have minimum of five (5) years
experience in multi-project retail construction programs; (2)
Satisfactorily completed or be currently participating in at least
three (3) programs of similar size and scope; (3) Be legally licensed
to perform work and offer a competent traveling staff as required to
complete the work; (4) Be familiar with local building, zoning and
permit requirements and restrictions in the geographic area; (5)
Complete the projects using own supervision forces. Assignment of the
work from the general contractor to other prime contractor will not be
allowed; (6) Provide references of completed projects including
owner's name, telephone number, size of project(s) and value of
contract; (7) Provide resumes of key individuals who will be assigned
to the project; and (8) The contractor must maintain and furnish
evidence of workers compensation, employee's liability insurance,
general public liability and automobile liability insurance; and
bonding capacity for Performance Bonds in the amount of 100% and
Payment bonds in the amount of 50% of proposal. Other factors to be
considered will include project management capabilities, company
organization, and MBE participation. Applications will be evaluated by
a USPS committee and all firms will be advised within sixty (60) days
of receipt of their application as to prequalification status. Firms
selected as most qualified will be placed on the prequalification list.
The list will remain active for up to two (2) years. Interested firms
that meet the primary prequalification criteria above may obtain a
Contractor Prequalification Statement by contacting Mary-Ellen

75266-7180. Prequalification statements and information submitted by
the contractor will not be returned. Completed Prequalification
statements must be postmarked by April 26, 1996 and sent to John Logan,
Dallas Facilities Service Office, P.O. Box 667180, Dallas, TX
75266-7180. Prequalification statements MUST be submitted via on one of
the methods offered by the Postal Service (Fist Class, Priority Mail,
or Express Mail), or it will be returned. This is not a request for
