Concannon,215/65 6-6400 Furnish all labor, material, equipment, and
supervision necessary for the new construction of the new Internal
Revenue Service (IRS) Martinsburg Computing Center. To avoid confusion
with the existing Martinsburg Computing Center (MCC), this project is
referred to as the Consolidated Computing Facility (CCF). The facility
will consist of five distinct, inter-connected buildings; office,
computer, warehouse, child care, and auditorium, the total size of
which is 36,626 Gross Square Meters (GSM). The facility is to be built
on Federal property located at Liberty Business Park in Berkeley
County, West Virginia. The site is approximately 18 hectares of rolling
terrain with an access road utilized by both an IRS and U.S. Coast
Guard Facility adjacent to the site. The design links together all of
the buildings, except the free-standing child care building, with a
two-story glass circulation spine. The office component (14,884 GSM)
will be a curved three-story brick and glass building with the
auditorium attached. The computer component (12,405 GSM) is a two-story
windowless building enclosed with architectural precast panels. It will
operate 24 hours per day and will contain the tax computing equipment.
The warehouse (7,790 GSM) will have a similar exterior, but will
include windows. The child care center will be a separate structure of
residential type construction. Site improvements include a 600 space
parking area, roadways and a perimeter fence. Extensive mechanical and
electrical work will be involved with a design of N+1 redundancy for
the computer building. The facility incorporates a major electrical
system with full generation and Rotary Uninterruptable Power System
(RUPS), both with paralleling capability, security system and Building
Automation System (BAS), chilled water plant and back-up well. This is
a metric project; drawings and specifications are prepared utilizing
metric units. Work is expected to take 24 months from Notice to
Proceed. Offers will be evaluated in accordance with Source Selection
Procedures outlined in the solicitation package based on the following
two technical evaluation factors: 1) Past Performance and 2) Key
Personnel Qualifications, as well as Price Related Factors. A
solicitation package of instructions for submitting technical proposals
based on the two aforementioned technical evaluation factors will be
available on or about April 22, 1996. Technical offers will be due on
May 23, 1996. Specifications and drawings will be issued on or about
May 17, 1996. Price proposals will be due 45 calendar days after
issuance of specifications and drawings. Offerors must submit a
technical proposal in order to be eligible to submit a price proposal.
Offerors are invited to attend a Pre-Proposal Conference scheduled for
May 6, 1996 at the Regional Office Building in Philadelphia, Rm. 818,
at 10:00 am. The address of the Regional Office appears at the top of
this notice. The purpose of this conference is to discuss the Source
Selection Contracting Concept so that offerors can ascertain the
general conditions of the procurement that could materially affect
their technical submission. Please confirm, in writing, your attendance
at this conference no later than April 26, 1996 and list the total
number of people from your company who will attend. Please send

for the part of the solicitation package being issued on or about April
22, 1996, however, there will be a charge for the specifications and
drawings expected to be issued on or about May 17, 1996. The amount of
this charge and instructions for remitting payment will be issued in
an amendment to this Commerce Business Daily notice. This procurement
is being solicited through full and open competition. A subcontracting
plan will be required. This sysopsis constitutes the synopsis of the
