DAAD07) This is a combined synopsis/solicitation for a Firm-Fixed Price
Requirements contract for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. Period of Performance is a base
year effective on date of award, with four one-year options. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
Solicitation DAAD07-96-B-0103 is issued as an Invitation for Bids
(IFB). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular No.
90-37 and Defense Acquisition Circular No. 91-5. This requirement is
unrestricted. The standard industrial classification code (SIC) is 3357
and small business size standard is 1000 employees manufacturing), or
500 employees (non-manufacturing). CONTRACT LINE ITEMS: Note: One (1)
fiber meter (FMR) equals one (1) fiber in a meter of cable. Fibers will
number from 4 - 100. Provide unit price per FMR (example 20,000 FMR -
unit price .20 for total price $4,000.00). CLIN 0001, Base Year - Fiber
Optic Communication Cable, Single Mode minimum requested 5000 FMR up to
8,291,000 Base Year (1 Year total). Fiber count as stated in sub-items

250,000 FMR; 0001AB, Fiber Count from 9 to 12, 1,296,000 FMR; 0001AC,
Fiber Count from 13 to 16, 225,000 FMR; 0001AD, Fiber Count from 17 to
20, 100,000 FMR; 0001AE, Fiber Count from 21 To 26, 750,000 FMR;

5601A-96 dated 25 Mar 1996. SECTION 1.0 - SCOPE. This Purchase
Description (PD) specification establishes the requirements for Single
Mode Fiber optic Cable, White Sands Missile Range (WSMR), New Mexico.
SECTION 2.0 - APPLICABLE DOCUMENTATION. REA specification for totally

telephone (201) 699-5800. SECTION 3.0 - REQUIREMENTS. The contractor
shall deliver Fiber Optic Communication Cable that meets the
specifications in REA-PE-90 with added specifications in Paragraph 3.1
through 3.17 to satisfy the essential requirements of the Government
set forth in this PD: 3.1 - Single Mode Fiber Optic Cable, 8.3/125
micron nominal core/cladding diameter with 10 micron +/- 1 micron mode
field core diameter. 3.2 - 0.4 decibel (dB) Maximum Attenuation, per
kilometer at 1311.5 manometers, 0.3 dB Maximum Attenuation, per
kilometer at 1550 manometers +/- 20 manometers. 3.3 - Operation, 2.4
gigabit. 3.4 - Wavelength, 1311.5 manometer primary and 1550 manometer
secondary. 3.5 - Picosecond/nanometer/kilometer 2.6 maximum dispersion
at 1311.5 manometers. Zero dispersion wavelength is 1311.5 manometer 10
manometers. 3.6 - Operating and storage temperature at -40 degrees to
+70 degrees Celsius. 3.7 - Tensile strength at 2,700 newton. 3.8 -
Jelly filled moisture retardant. 3.9 - Dielectric glass reinforced
plastic (GRP) center core member. 3.10 - Minimum bend radius: a.
Installation, 20 times the cable diameter. b. Static, 10 times the
cable diameter. 3.11 - Bell System color code, fibers and
buffer/bundles tubes. (Industry Standard EIA/TIA 598 Bellcore
TR-NWT-000020 Issue 5, Dec 92) 3.12 - Kevlar yarn tensile wrapping.
3.13 - Loose tube buffers. 3.14 - Twelve fibers per tube or bundle
maximum (mini-bundle) on counts above 36 fibers, on low count cables of
36 fibers and below, 4 to 6 fibers per buffer tube, with the odd count
fibers being placed in the last buffer tube. 3.15 - Armored for direct
burial, poly/armor/poly sheaths. 3.16 - Meter markings stenciled on
outer sheath. 3.17 - Medium density outer sheath. 3.18 - Cable data
sheets are to be furnished in accordance with industry standards. 3.19
- Cable shall be delivered on non-returnable wooden reels. SECTION 4.0
- QUALITY ASSURANCE PROVISION. The contractor shall comply with the
inspection articles of the contract. Cable data sheets shall be
furnished with each reel of fiber optic cable with a dB loss per km at
1311.5 and 1550 manometers for each individual fiber. SECTION 5.0 -
PACKAGING. Preservation, packaging, packing and marking shall be as
specified in the procurement document. Cable shall be delivered on
nonreturnable wooden reels. SECTION 6.0 - NOTES. None. Delivery
required 60 days after date of delivery order; desired 45 days after
date of delivery order. Place of delivery and acceptance is WSMR, NM.
