orginally publicized under FSC code 65. This is a combined
synopsis/solicitation for commercial items in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation DAJA22-96-R-0063 is issued as an RFP.
The solicitation document and incorporated provisions and clauses are
those in effect through FAC 90-32. There are no set- asides, SIC codes
or business size standards applicable. CLIN 0001, 14 each
Orthodontic/Orthognathic Imaging Systems, must function on government
owned IBM Pentium PCs. All systems will be delivered, installed and
tested prior to acceptance. Technical User's Manuals will be delivered
with each system. CLIN 0002 on-site training not to exceed 3 days.
CLIN 0003 technical and software support for one year for all systems
to include all upgrades. The systems must be 220volts/50 cycles or 110
volts/50 cycles with voltage converter to 220volts/50 cycles. The
system must operate on one of the following government owned systems:
Microsoft DOS Version 6.22, Microsoft Windows for Work Groups Version
3.11 or Windows 95/96. The systems must use computer analyses to assist
the orhtodontist in orthodontic and surgical treatment planning. It
must allow the orthodontist to digitize a cephalometric tracing, obtain
a clear picture of the patient and then combine a cephalometric
analysis with a soft tissue image. It must include an advanced soft
tissue editing to provide the optimum method for manipulating the
image. After combining the cephalometric tracing with the soft tissue
image, it must allow for the manipulation of this image and the
availability to predict the soft tissue changes associated with
orthodontic and surgical changes. It must also include the ability to
rebuild a soft tissue profile based on a specific analysis. The system
must include a range of 10-20 built-in analyses but also allow the
individual orthodontist to custom make and use his/her own analysis.
The custom analysis must not involve extensive mathematical
calculations and must allow the orthodontist to place linear and
angular measurements anywhere on the print-out or configured in the
traditional listing method. The system must include Centric
Occulusion-Centric Relation (CO-OR) conversion ability,
superimpositions and growth forecastings. It must also include soft
tissue analysis. It must take accurate and clear pictures both portrait
and intra-oral and incorporate these images into a report consisting of
items such as patient's name, age and date, doctor's name and some
narrative to include listings such as treatment objectives, treatment
sequence, considerations and potential problems. It must have the
ability to place a Visual Treatment Objective (VTO) or treatment
projection image on the report. Training will be conducted at the
delivery point between the working hours of 0800-1700 for a maximum of
14 students not to exceed three days. Training will be conducted on
the accepted systems and will commence one day following acceptance of
the systems. All systems must meet the following tests prior to
government acceptance: Cephalometric Analyses & Tracing: The system
must demonstrate that cephalometric tracings can be digitized and soft
tissue images analyzed by the cephalometric process. Advanced soft
tissue editing: The system must demonstrate that cephalometric images
can be manipulated and allow prediction of soft tissue changes. Soft
tissue profiles must demonstrate the capability to be rebuilt based on
a specific analysis. Analyses: The system must demonstrate a range of
10-20 built-in analyses and allow linear and angular measurements on
the print-out or be listed. The system must demonstrate CO-OR
conversion ability, superimpositions and growth forecastings and soft
tissue analysis. Photography: The system must demonstrate portrait and
oral view pictures and incorporate them into the report. The report
must consist of the patient's name, age, date, doctor's name, narrative
including treatment objectives, treatment sequence, treatment options
and considerations and potential problems. A Visual Treatment Objective
(VTO) must also be on the report. The contractor has a maximum of 1 -
3 days to install and conduct acceptance testing of the systems. The
systems must pass the acceptance tests within this period or the
Government may, at its option, require a replacement or proceed under
the provisions of FAR clause 52.233-1, entitled, ''Default''
incorporated herein by reference. Systems must be delivered and
installed at Marcau Kaserne, Building 3703, 66849 Landstuhl Kirchberg,
Germany on 20 May 1996, FOB terms are Destination to this delivery
point. The contractor must contact the government point of contact,
(entered at award) at least 3 days prior to delivery. The following
provisions apply: 52.212-1 (note: a technical description of the items
being offered in sufficient detail to evaluate compliance with the
requirements must be included in the offer), 52.212-3 with a completed
copy furnished with the offer. The following clauses apply: 52.212-4,
and 52.212-5 with the following additional FAR clauses: 52.225-9,
52.225-21, and 52.247-64. Offerors must indicate applicable warranties.
The contractor warrants that the prices set forth in the offer do not
contain custom duties and taxes levied by the laws of Germany. The
contractor shall request Customs Clearance Document (AE Form 302), from
the following: DCMAO Germany, ATTN: Transportation Officer, CMR 410,
Box 778, APO AE 09096, Tel: 011-49-611-816-2042. Failure to receive
Customs Clearance documents shall authorize extension of delivery date
by an equivalent number of days provided the Contractor requests such
and extension in writing and the delay resulted from unforseeable
causes beyond the control and without the fault or negligence of the
Contractor. Contractor must cite the contract number, state the mode of
shipment, consignor, consignee, final destination, description of
items, type of package and weight in kilograms. The solicitation closes
