Officer. The U.S. Department of Commerce/NOAA intends to procure
hydrometeorological research and development and computer software
development support services in preparation for AWIPS. These services
include a broad range of support for applied research necessary to
develop statistical and interpretative algorithms for traditional and
new remotely sensed hydrometeorological observations from satellite,
radar, and in situ sensors; the development of basic or core AWIPS
Weather Forecast Office (WFO) applications; the development of advanced
applications to support improved and restructured forecast operations,
and new products and services; the provision of computer system
administration; and the development and maintenance of applications
used on computers currently in the field offices. Functions of the core
applications include decoding data, performing quality control,
computing hydrometeorological parameters, creating displays, processing
images, performing objective analysis and interpolation, running
numerical and statistical forecast models, facilitating
forecaster-machine interaction, providing forecast decision assistance,
formatting and routing products, and performing forecast monitoring and
verification. The contract will require the preparation and updating of
requirements specifications which include descriptions of requirements,
sample inputs and outputs, data flow diagrams, and currently available
related code. The work will also include participation as technical
experts in the review of AWIPS prime contractor deliverables such as
designs, code, test results, and documentation. Applications
development work will include support for advanced techniques such as
computer graphics for entry of forecasts and warnings, computer
assisted preparation of official forecast products, and computer
analysis and display of remote sensed satellite and Doppler radar data.
A base year and four option years totalling 60 months are envisioned.
