Operation, Maintenance, Repair, Engineering and Techincal Services for
Simulator Facilities, Wind Tunnel Facilities, Wind Tunnel Calibra tion
Laboratories, Hypersonic Gun Ranges, Arc Jets, and High Pressure Air
and Steam Vacuum Systems at Ames Research Center. The Simulator
Facilities include the Crew Vehicle Systems Research Facility (CVSRF)
and the Vertical Motion Simulation Complex (VMSC). The CVSRF is a
unique national research tool used primarily to study basic human
factors issues critical to developing an understanding of the
mechanisms and environmental factors that can lead to human errors in
the national aviation system. The CVSRF includes two full-mission
flight simulators: a Boeing 747-400 and an Advanced Concepts Flight
Simulator (ACFS). The VMSC is comprised of several laboratory systems
which include the Vertical Motion Simulator (VMS), simulator cockpits,
embedded computing systems, graphics systems, real-time software
systems, and other specialized sub- systems. The Wind Tunnel and
Related Facilities include, but are not limited to: Subsonic Wind
Tunnels (SWT), Pressure Wind Tunnels (PWT), Transonic Wind Tunnels
(TWT), Outdoor Aerodynamic Research Facility (OARF), Propulsion
Simulator Calibration Laboratory (PSCL), Balance Calibration Laboratory
(BCL), Ames Vertical Gun Range (AVGR), Hypersonic Free Flight
Aerodynamic Facility (HFFAF), Pressurized Ballistic Range (PBR),
Electronic Arc Shock Tube (EAST), Fluid Mechanics Laboratory, High
Pressure Air System (HPAS), and the Steam Vacuum System (SVS). The
Services required include management, engineering, mechanical,
electrical, electronics, controls, instrumentation, operations,
maintenance, software, graphics, data systems, administrative, and
clerical. One Request for Proposals is contemplated with contract award
of either one consolidated overall contract or two contracts: one
contract for the CVSRF and VMSC facilities and one for the Wind Tunnel
and Related Facilities. Previously, the Government acquired these
activities on Cost-Plus-Award-Fee, Level-of-Effort (LOE) contracts.
Under the successor contract(s), the LOE approach will be replaced with
Performance Based requirements and will be restricted to the
acquisition of ''outcomes or outputs'' where the period of performance
and scope will be limited to work and products that can be well
defined and priced. In no event will open-ended requirements be issued
which lack discrete objectives or deliverables. Small Business and
Small Disadvantaged Businesses (SB/SDB) that are interested in
participating in this procurement are invited to submit a capabilities
assessment or qualifications statement which demonstrates abilities to
perform the efforts listed. Responses should clearly state interest in
performing in the capacity as a prime or subcontractor. Qualification
statements must clearly demonstrate the capability to perform in the
selected capacity. All firms which meet the small business size
standard for SIC Code 8744 (annual receipts for three complete fiscal
years of $3.5M) are invited to submit a capabilities statement.
Capabilities statements should be submitted no later than April 15,
1996. Work is to be performed at Ames Research Center, Moffett Field,
CA beginning June 1, 1997. Names of firms responding to this notice as
potential subcontractors will be provided to all firms indicating
prime contract capabilities and those responding to the presolicitation
synopsis to be issed at a later date. Contract ors interested in being
considered for prime contract award must demonstrate a capability to
manage and fulfill the requirements listed below which historically was
approximately 250,000 labor hours per year for up to five years, one
year base period and one-year option periods for the CVSRF and VMSC
facilities, and approximately 300,000 labor hours per year for up to
five years, one year base period and one-year option periods for the
balance of the facilities. The effort will entail complete planning and
staffing for the estimated effort noted above as well as providing for:
certified purchasing system; certified property management system, ISO
9000, managing financial, manpower, systems and faciity resources as
well as conforming to establishd NASA policies and budgetary
guidelines. The prime will also provide management expertise for
current and long range planning for projects and contract as a whole.
No solicitation will be issued as a result of this announcement.
Concerns believing they can fulfill this requirement are requested to
submit written notices no later than April 15, 1996. Such notice shall
include a name, telephone number, organization size and detailed data
concerning the offeror's capabilities to perform this requirement. All
