Ext. 11. The Naval Air Warfare Center Aircraft Division Test and
Evaluation Engineering Department (4.11), Patuxent River, Maryland has
a requirement for technical and engineering services to support
tasking in the Engineering Competency. This is not a follow-on
contract. However, portions of the level of effort are now being
received via contracts N00421-94-D-0117 with ARINC Research Corporation
and N00421-94-D-0012 with J.F. Taylor and will be included in this
effort upon contract expiration. A MINIMUM of 15% of the subcontracted
effort will be required to be with small businesses. The total
estimated level of effort for a five year period of performance is
approximately 2.5 million man-hours. The schedules delineates 2 lots
with provisions for multiple awards. Lot I will support
4.11.1/.2/.3/.4/.5 and includes primarily aerodynamic and mechanical
engineers. In Lot I the contractor shall perform independent analyses
and technical studies and provide engineering and technical services in
the area of Ground and Flight test and integrated systems test to
develop/assess the air vehicle Flying Qualities, Performance, Carrier
Suitability, Store Compatibility, Operability, Compatibility and
Suitability. Lot I will include the evaluation of such
systems/subsystems as flight, electrical power, propulsion, mechanical,
vehicle subsystems, and support systems . Lot II will require the
contractor to perform independent analyses and technical studies, and
provide engineering and technical services in the area of Ground and
Flight test and integrated avionics system test to develop/assess the
test of aircraft electronic systems to include Sensors (such as radar,
FLIR, electro-optics, acoustic ASW sensors, non-acoustic ASW systems,
inferred, recognizance, etc.) systems; Communications, Navigation,
Identification, Antennas, Mission Planners systems; and their overall
integration into the aircraft. Lot II will support 4.11.6/.7/.8/.9/.10
and primarily utilizes electrical engineers and computer type
personnel. An Indefinite Delivery Indefinite Quantity Contract with
provisions for Cost Plus Fixed Fee delivery orders is anticipated. The
Service Contract Act will apply. A PRE-PROPOSAL CONFERENCE IS
SCHEDULED FOR MAY 1, 1996 at the Base Station Theater, Naval Air
Warfare Center Aircraft Division, Patuxent River, MD. Requests to
