required to locate and copy historical records for Formerly Used
Defense Sites (FUDS) at designated repositories within the National
Capital Region. The U.S. Army Corps of Engineers is currently involved
inthe Defense Environmental Restoration Program (DERP), performing
investigations for Formerly Used Defense Sites (FUDS) for potential
Ordnance and Explosive Waste (OEW), as authorized by the Comprehensive
Environmental Restoration, Compensation andLiability Act (CERCLA). In
support of this program, the need exists for persons to perform
historical research at designated archival repositories within the
National Capitol Region. Research is to be performed for specifically
named FUDS, andincludes the reproduction and forwarding of pertinent
historical records, maps/drawings, photographs, etc., that are located
during this search. Records that are retrieved will be used to
determine the extent of site usage related to ordnanceactivities, that
could indicate potential, current-day OEW contamination. There are 80
sites to be researched under this contract over a period of
approximately ten months from Notice to Proceed for the Basic Year and
includes 4 Option Years for whichsites will be determined in the
Solicitation. A minimum of a master's degree in a social science or
humanities' field is required, with at least three years experience in
research in some aspect of military history. The selection criteria in
descendingorder of importance are: 1) Capability to submit a
hypothetical research plan for specified FUDS; 2) Professional
Qualifications of Staff; 3) Company or institutional capabilities; 4)
Price. Although technical proficiency will be the controlling factorin
the selection of a contractor, as the evaluated merits of competing
technical proposals become more equal, total price could become the
deciding factor for selection. Requests for copies of the solicitation
