The National Library of Medicine (NLM) intends to negotiate with Robin Chase of 41 Cottage Street, Cambridge, Massachusetts 02139 on a sole source basis for a fixed-price type purchase order for a one year period of performance for the following expert professional editorial, marketing, and publishing consulting services: 1) providing the editor with advice for each issue on how to edit and redirect feature articles, commentaries, viewpoints, and articles in other departments; 2) providing a production schedule and table of contents for each issue; 3) supplying deadlines and specifications so that all materials for publication are ready on time and meet standards required for design and style, including associated collateral materials (tables, graphs, photographs, and illustrations); 4) monitoring the inflow of different types of articles and providing advice to assure an ample supply of each type available to assemble an issue; 5) writing press releases for each issue; 6) designing and developing marketing programs, including design of direct mail and electronic mail campaigns, to be updated for each issue; and 7) presenting a program to introduce Public Health Reports into the electronic medium by creating and updating a home page, and designing an on-line version of the journal. Robin Chase has unique experience and familiarity with Public Health Reports, and the special problems it faces with editing, marketing, and publishing, which is essential to the performance of the project, due to the national audience of the Public Health Reports periodical. Robin Chase is located within a short commuting distance of the JFK Federal Building, Boston which is also essential since the vendor will meet frequently with the editor and staff of the Public Health Reports. NLM has determined that Robin Chase is the only vendor capable of providing the necessary services. This notice of intent is not a Request For Quotations (RFQ), nor is an RFQ available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Robin Chase without full and open competition is planned. See Numbered Note(s): 22. (0092)
