The Edwards Hines Jr. Veterans Administration (VA) Hospital is seeking
potential sources who are interested in obtaining solicitation package
to provide fire suppression and related emergency services on a twenty
four (24) hour a day basis at Edward Hines Jr. VA Hospital, 5th Avenue
& Roosevelt Road, Hines, IL 60141 (Hines VA is a 147 acre facility
located 13 miles west of Chicago, Illinois, between the suburban
municipalities of Maywood, Broadview, Forest Park and Riverside, with
47 buildings and 1,060 patients). Services to be provided utilizing
Contractor Owned and Contractor Operated (COCO) facilities. Fire
protection must comply with all VA regulations and specifications,
federal, state and local fire laws and National Fire Protection
Association (NFPA) codes. The Contractor, in addition to providing the
VA with minimal fire protection, must have a formal mutual aid
agreement with six (6) local community fire departments to obtain
additional help if needed, must have ten (10) years of professional
fire fighting experience, must respond to all alarms within the
specified time with equipment and manpower meeting minimal requirements
and must provide all qualified personnel and other required resources
(all to be set forth in the solicitation). In accordance with VA
regulations, unless two potential responsible sources can be identified
with an interest in performing these functions the VA will consider
that adequate commercial sources do not exist and no solicitation wil
be issued. Potential contract shall be for a twelve (12) month period
with four (4) one year renewal options. The solicitation shall be
subject to Government cost comparison pursuant to OMB Circular A-76 and
no contract will be issued if the cost comparison finds that Government
performance is determined to be more advantageous. Interested firms
shall respond in writing, or by fax at (708) 216-2030, providing
detailed information concerning their capabilities and stating their
willingness to provide services using the COCO contractual method no
