The Department of the Treasury has a requirement for logistic support for its technical assistance program in twenty-one (21) countries in Eastern Europe, the Former Soviet Union, and other potential areas abroad, as well as logistic support to Departmental activities in Washington, D.C. Technical assistance is provided by short and long-term advisors primarily under personal services contract. The level of support the contractor must provide to the advisors varies depending upon the level of Treasury effort in each cooperating country. The Treasury program is executed in accordance with Treasury, AID, and other regulations, including the Foreign Affairs Manual and Federal Travel Regulations. Treasury's requirement for contractor support includes all services necessary to relocate, house, and meet daily business requirements of advisory operations. Services may include, but are not limited to: traveler's orientation; international shipping and/or storing of household effects; assessments of host country infrastructure and legal and financial practices; securing leaseholds for housing the advisors and for office space and equipment; providing general travel assistance (clearance through customs; translating services; transportation services); purchasing and maintaining an inventory of government property such as office and household furniture; computer hardware/software and integration; international packing and shipping of purchased computer equipment; subcontracting for staff assistants and consultants for advisors; supporting visiting delegations from cooperating countries, and in some cases accommodation exchange services. Departmental activities logistic support includes services in support of Treasury panels and boards, and other activities requiring administrative support. Services in support of this program are currently provided under three separate contracts; one for logistic support, one for computer purchasing and shipping, and one for moving/storage. Logistics support is provided by extensive use of subcontractors located in each cooperating country and an assistant residing in the project area. It is Treasury's intention to combine all three contract requirements into one contract for a five year performance period, subject to the availability of funds. The estimated level of effort associated with this contract appropriates (10) ten full-time equivalent work years per year. Computer equipment and pass-through costs for local support approximate $2.5 million per year. International transportation of equipment and household effects approximates $1 million per year. Departmental office support cost approximates $500 thousand per year. The total estimated cost of the contract approximates $4 million per year. The contract will provide for interagency acquisitions pursuant to FAR Subpart 17.5, with such acquisitions not to exceed an additional 20 percent of the total estimated costs. Proposals will be evaluated on the basis of relevant corporate and personnel experience, management plan, and other factors, to establish the best value for the Government. The solicitation is expected to be released on or about May 15, 1996. Request for the solicitation must be in writing and received before May 30, 1996. (092)
