DEMONSTRATION/VALIDATION PHASE SOL F04701-96-R-0013 POC Technical

Tracking System (SMTS), Advanced Programs Division, Space Based
Infrared Systems (SBIRS) Program Office, is seeking potential offerors
for the SBIRS Low Earth Orbit (LEO) Program, Demonstration/Validation
(Dem/Val) Phase. To meet Congressional mandates for accelerated SMTS
deployment starting in FY02, the Air Force solicits an alternative
system concept to reduce technical and schedule risks. In addition to
the current TRW design concept, the Air Force seeks one or more prime
contractors to demonstrate and validate critical design issues and be
prepared to enter Pre-Engineering Manufacturing Development (Pre-EMD)
by 4QFY98. The goals of the Dem/Val phase are to stimulate competition,
resolve key technical and producibility risks, and create a plan to
ensure that SBIRS LEO deployment schedules can be executed. The
validation methods for each technical solution may include on-orbit
demonstrations, ground demonstrations, simulations, analyses, and/or
past experience as needed to establish technical readiness for entry
into EMD. Maximum use of products from existing commercial or other
spacecraft programs is encouraged. The Dem/Val effort will complement
the TRW Flight Demonstration System (FDS), and the TRW/Hughes team is
excluded from this effort. The government seeks to understand what
level of risk- reduction could be achieved for $100M, and what
additional risk-reduction activities could be provided for not more
than $200M, Cost sharing is encouraged. Contract award is currently
anticipated for 1 Aug 96. This is anticipated to be followed by a full
and open competition for a Pre-EMD phase in 4QFY98, down-select to a
single contractor for EMD phase in FY99, and first operational launch
in FY02. SBIRS program requirements documents and technical
descriptions of the FDS design will be located in the SBIRS Program

Request for Proposal (RFP) is intended to be released on 22 Apr 96.
Offerors are requested to submit RFP comments by 30 Apr 96, these
comments shall be submitted to SMC/MTKA, 185 Discoverer Blvd, Suite
1315, Los Angeles AFB, CA 90245-4695, Attn James H Gill, Contracting
Officer. Qualified offerors must possess a Secret facility clearance
and government approved classified material storage container(s) in
order to receive and store classified portions of Government-Furnished
Information (GFI). This acquisition requires the prime contractor to
be U.S. owned and controlled and located on-shore. Off-shore
subcontractors are authorized for non-restricted portions of the
acquisition. Offerors must indicate whether they are a Small Business
concern, use Standard Industrial Classification Code 8731 (1,000
employees). The Government will host an Industry Day on 3 May 1996,
from 1300- 1700 in the ANSER Auditorium, Crystal Gateway Three, 1215
Jefferson Davis Highway, Arlington, VA, to provide potential offerors
with a briefing describing the SBIRS LEO Dem/Val program objectives and
the acquisition strategy. After the briefing, an opportunity for
one-on- one discussions with the government will be provided to each
contractor team. Those offerors having applicable interest,
qualifications, capability and background in deploying multisatellite
space systems need to submit clear, concise, and convincing
documentation that demonstrates their ability to meet or exceed the
objectives of the Dem/Val phase as defined in the SBIRS LEO Statement
of Objectives (SOO). This information shall be submitted by 30 Apr 96
to SMC/MTKA, 185 Discoverer Blvd, Suite 1315, Los Angeles AFB, CA
90245-4695, Attn James H Gill, Contracting Officer, in order to
participate in the one-on-one discussions with the government at
Industry Day. The SOO is located in the SBIRS Program Office document
library. Preparation instructions for Industry Day are located in the
SBIRS Program Office document library and on the PK home page of the
World Wide Web (http://www.laafb.af.mil/PK/rfptrial.htm). Seating is
limited, therefore advance written requests for admittance are required
and each contractor will be limited to three representatives. The
briefing will be Secret and only U.S. citizens will be authorized.

than 22 Apr 96. Requests should specify SBIRS LEO Dem/Val Industry Day.
All other written responses shall be submitted to SMC/MTKA, 185

H Gill, Contracting Officer. Requests for Sensitive Compartmentalized
Information (SCI) level discussions to be held at Los Angeles AFB
should be referred to LtCol Ivette Falto-Heck, SMC/MTAS, 310-363- 6853.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Manager or the Contracting Officer, but to
communicate offeror concerns, issues, disagreements and recommendation
to the appropriate government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
