The Federal Highway Administration (FHWA) has a requirement for the manufacture and delivery of 3 complete Mobile Sign Retroreflectivity Measurement systems. Under this proposed acquisition, the Government shall have an option for an additional 2 units. The Mobile Sign Retroreflectivity Measurement system is used to measure the retroreflectivity of highway road signs under day light conditions, while travelling at speeds of up to 65 miles per hour. The contractor awarded this effort will be required to manufacture and deliver 3 complete Mobile Sign Retroreflectivity Measurement systems, in strict conformance with the Government's specification, within 120 days of contract award. These units shall consist of all necessary hardware, software and equipment components, as well as van vehicles, operational manuals and a comprehensive warranty. This requirement is 100 percent set-aside for small business. All responsible sources may submit a sealed bid which will be considered by FHWA.
