Wong, Contract Negotiator, 617-377-5860. The Electronic Systems Center
(ESC) of the Air Force Materiel Command (AFMC) intends to award a Cost
Plus Award Fee (CPAF) contract to accomplish the design, development
and fabrication required to modify the GFE AN/ARR-85 Airborne Radio
Receiver Miniature Receive Terminal (MRT)to a Modified Miniature
Receive Terminal (MMRT). The basic effort will consist of: a. Deliver
hardware and software for MMRT System Suites and peculiar support
equipment, and provide MMRT System Suite integrated logistics planning
and support, and operator and maintainer training for E-6 and E-4
aircraft. Provide support for E-6 aircraft during MMRT development,
installation, and testing. Deliver MMRT training hardware and software
for MMRT System Suites in E-6 training facility. b. Deliver
engineering data, design documents, provisioning data, Technical
Manuals, and TCTOs. c. Travel to activities detailed in above stated
paragraphs. Options to: a. deliver hardware and software for MMRT
System Suites, training equipment and peculiar support equipment, and
provide MMRT System Suite integrated logistics planning and support,
and operator and maintainer training for ICBM LCCs. Installation in
ICBM LCCs at the Hill AFB engineering and integration facilities.
Training for LCCs MMRT Training Equipment. b. Modify MMRT H/W and S/W
for reception of the VERDIN Modes 22 and 23. Develop VERDIN Modes
engineering data, design documents, Technical Manuals, and TCTOs for
the MMRT VERDIN Mode H/W and S/W modification design, development,
fabrication, installation, operation, and maintenance. Training for
VERDIN Modes 22 and 23. c. Design, develop, fabricate, test and deliver
Software Support Facility (SSF)Hardware for supporting the MMRT PME,
and installation equipment. Develop all Software Support Facility (SSF)
data, documentation and manuals for installation, operation and
maintenance of the PME and installation equipment software. Training
for SSF. d. Design, develop, fabricate, test and deliver software for
installation, operation and maintenance of the PME, installation
equipment, and software Support Facility. Deliver software for E-4, E-6
and LCC PME, and installation equipment. Develop all data,
documentation and manuals for installation, operation and maintenance
of the, installation equipment, and Software Support Facility software.
e. Deliver applicable Test Program Sets for equipment modified and
developed under this contract. Deliver test requirements documents and
any other documentation required for installation, operation and
maintenance of test program sets. f. Reprocurement Technical Package.
The period of performance, including options is approximately forty
three (43) months. Upon completion of this acquisition the Government
intends to award a production contract for up to two hundred (200)
MMRTs, that may or may not be awarded on a competitive basis. The MRT
was developed by Rockwell International. It is the intention of ESC to
award a sole source contract to Rockwell International, 3200 East
Renner Road, Richardson, Texas 75083-3807. The authority for
negotiations is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1,
Only one (1) responsible source. The Government intends to award a
contract by August 1996. However if a firm believes it is capable of
performing the Government's requirements they may identify their
interest and capability to meet the following screening criteria within
fifteen (15) days of this publication to ESC/TGK Attn: Jeffrey W. Wong,
11 Eglin Street, Hanscom AFB, MA 01731-2120. Firms must possess the
following criteria: a. Have, or be able to obtain, a facility clearance
commensurate with the security clearance of Top Secret, and COMSEC
account, b. Have technical expertise in strategic C3 VLF/LF systems,
including knowledge and experience designing complex, hardened INFOSEC
hardware and software, c. Have technical knowledge of the HIDAR,
Nonlinear Adaptive Processing (NONAP) standards and specifications, d.
Shall be a United states Contractor, f. Have proven experience
with/knowledge of VLF/LF signal processing, g. Have proven experience
with/knowledge of software modification and development to existing C3
systems to include Ada, h. Have proven experience with/knowledge of
communications systems integration, deinstallation, installation,
checkout and test support for military aircraft, i. Have management
experience of engineering design, manufacturing, integration and
installation of systems of similar complexity of the MMRT, j. Have
experience with obtaining military aircraft and FAA type
certifications. Your prospectus should include the name and telephone,
and Fax number of a point of contact within your firm. As a goal, the
prospectus should not exceed twenty pages. A copy of the Draft RFP and
acquisition technical documentation is currently available for review
and Industry comment electronically on the Hanscom Electronic RFP

classified and export controlled unclassified (including sensitive
unclassified) information shall be denied to foreign Governments and
Foreign Nationals, including firms under foreign ownership, influence,
or control, even if the firm has been granted a reciprocal industrial
security facility clearance. This Foreign Disclosure denial applies to
both the solicitation and to contract performance, and it also applies
to prime contractors as well as to all subcontractors. This was
