62 -- FURNISH AND INSTALL LIGHTING CONTROLS IN REST ROOMS LOCATED THROUGHOUT THE CORPUS CHRISTI ARMY DEPOT BUILDINGS AS STATED IN THE SPECIFICATIONS HEREIN. Simnacher Contracting Officer (512) 939-2543 (Site Code DAAC83) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ) and firms should reference DAAC83-96-T-0233 in their responses. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The proposed contract is 100 percent small business set-aside. The Standard Industrial Classification code (SIC) for this acquisition is 3613 with a small business size standard of 750 employees. Offers other than small business concerns are not solicited. The contract line item number (CLIN) is 0001, and the quantity is 134 each, for the following: the contractor shall provide all labor, equipment, material, and parts to install the following system in 134 rest rooms. The system will turn off lights when the rest rooms are not occupied and it must do this with highly reliable equipment. a. At the door to each rest room, install a switch operated by a multi-function timer that can be set to burn the rest room lights for approximately 30 minutes and operate the exhaust fans concurrently. Timer delay must be adjustable from 1 to 30 minutes. Provide blank light switch plates at existing switch location. Note that some light switches are located outside of rest rooms. Lighting and/or exhaust fan can be 120 or 277 volt at any location. b. Each time the door is opened it must reset the timer to burn the lights for an additional 30 minutes. If the rest room has no door, then it is acceptable to install a ceiling mounted motion sensor. The Watt Stopper (W-500A) is acceptable. c. The time will be operated with 120 or 277 volt line current, however; it will have a backup battery pack that will operate the timer in case of a power outage for a minimum of three (3) hours. Life expectancy of the battery pack will be at least five (5) years. d. All work will meet all fire and safety codes and will be approved by the Energy Coordinator. e. This is a turn key job and all work to accomplish the task will be provided by the contractor. f. All contractors interested in this project should visit project site before submitting a proposal. Delivery and acceptance is FOB destination to Corpus Christi, Texas not later than May 30, 1996. Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and any addenda to the provision. The applicability of the provision at 52.212-2, Evaluation - Commercial Items, and the specific evaluation criteria to be included in paragraph (a) of that provision. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition and any addenda to the clause. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and additional FAR clauses cited in the clause are applicable to the acquisition. Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements, warranty requirements or GSA Delegation of Procurement Authority (DPA) case number (see 48 CFR 201-39.106-4)) for this acquisition and consistent with customary commercial practices. Any contract awarded as a result of this publication will be DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700) and the Contractor will be required to follow all of the requirements of this regulation. Commerce Business Daily Numbered Note 1 is applicable to this acquisition. Quotes must be received in this office no later than 2:30 p.m. Central Time on the 20th day after the date of appearance of this announcement. Should the date fall on a weekend or holiday, the quote package will be due on the first workday thereafter.
