Affairs (VA) intends to issue a request for proposal (RFP) to acquire
the Telecommunications Acquisition System for VA (TeleChoice). The VA
TeleChoice RFP will seek a commercial partner with nationwide
organizational telecommunication acquisition management and support
resources. Teaming alliances will be encouraged to provide a broad
range of telecommunications installation, integration, product support,
and facility preparation services. TeleChoice provide a closed-loop
acquisition system with support elements continually reviewed and
contract performance continually evaluated. TeleChoice will be open for
use by local VA (field) offices nationwide. Local clients will use
TeleChoice to shorten acquisition time and the processes involved with
field office acquisition of telephone switch system, associated
premise equipment, and services for various sized facilities. The
TeleChoice system will be designed to reduce risks for VA and the
Contractor and enable local managers to develop predicatable
installation schedules and budgeted costs. TeleChoice will combine
tasks of facility preparation, cabling and installation, telephone
switch integration, and maintenance. Technologies will include:
telephone switch installation and integration, automated call
distribution, interactive voice recognition, outdialing, modem pooling,
voice mail, and auto-call attendant features. A draft RFC will be
posted April 5, 1996, to VA Vendor Bulletin Board (1-800-SELL-2-VA for
non-metropolitan Washington DC callers and 202-565-6971 for Washington
DC metropolitan Washington DC callers). Potential offerors are invited
to unzip the Adobe Acrobat Portable Document Format (PDF) RFC for
review and/or printing. The RFP is read-only file and no printed copies
will be available. VA welcomes comments and recommendations on a how to
improve the draft RFC for a forthcoming RFP for appropriate industry
response. Specific questions have been posed to industry in the
ready-me file accompanying the RFC. Potential offers are requested to
respond to these contracts and business related issues targeted to
improve the final RFP. Formal presentations by potential offerors
addressing how their firm could meet the national requirements of
TeleChoice will be allowed. For more inforamtion and to schedule an
