synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a request for quotation (RFQ)
number DTCG80-96-Q-3FA107. This solicitation document will incorporate
provisions and clauses that are in effect through Federal Acquisition
Circular 90-37. The standard industrial classification code is 5021 and
the size standard is 500 employees. The following is the description
for the listed items. 1. Blue Print Cabinet, Color Sand with the
following dimensions W'' 55 3/4 X D'' 41 3/8 X H'' 15 3/4 inside Drawer
W'' 50 X D'' 38 3/4 X H'' 2'' total Quantity required seventy-eight
(78) for this item. 2. Closed Base for Cabinet color Sand, Closed base
raises files 6'' off floor for easier access. Recessed front allows
toe space. Quantity required twenty-six (26). 3. Delivery of all items
on May 14, 1996. Inside Delivery will be required after 6:00 P.M. on
same date. Destination for Delivery Commander (vad-2), USCG, MLG
Atlantic, Main Street Tower, 300 Main Street, 5th Floor, Norfolk,
Virginia 23510 Attn: Ed Li. 4. Inside Delivery will include unload/set
up on 5th floor (elevators will be available) and discard all
packaging materials. 5. Installation and set up of the cabinets and
bases must be completed by 5/17/96. The following FAR provision
52.212-1 Instructions to Offerors-Commercial Items (Oct 1995) apply to
this solicitation. Submission of Offers. Submit signed and dated
offers to the office specified in this solicitation at or before the
exact time specified in this solicitation. Offers may be submitted on
the SF 1449, or letterhead stationery. As a minimum, offers must show
(1) The solicitation number. (2) The time specified in the solicitation
for receipt of offers. (3) The name, address, and telephone number of
the offeror. (4) A technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation. This may include product literature, or other documents,
if necessary. (5) Terms of any express warranty (6) Price and any
discount terms (7) ``Remit to'' address, if different than mailing
address (8) A completed copy of the representations and certifications
at FAR 52.212-3. (9) Acknowledgement of Solicitation Amendments (10)
If the offer is not submitted on the SF1449, include a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in this solicitation. Offers that fail to furnish
required representation or information, or reflect the terms and
conditions of the solicitation may be excluded from consideration. The
offeror agrees to hold the prices in its offer firm for 30 calendar
days from the date specified for receipt of offers, unless another time
period is specified in an addendum to the solicitation. Offers or
modifications of offers received at the address specified for the
receipt of offers after the exact time specified for receipt of offers
will not be considered. The Government intends to evaluate offers and
award a contract without discussions with offerors. Therefore, the
offeror's initial offer should contain the offeror's best terms from a
price and technical standpoint. However, the Government may reject any
or all offers if such action is in the public interest; accept other
than the lowest offer; and waive informalities and minor irregularities
in offers received. The Index of Federal Specifications, Standards and
Commercial Item Descriptions and the documents listed in it may be
obtained from the General Services Administration, Federal Supply
Service Bureau, Specifications Section, Suite 8100, 470 L'Enfant Plaza,
SW Washington, DC 20407 (202) 755-0325/0326). As prescribed in FAR
52.212-2 Evaluation-Commercial Items. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: Price, Required Delivery
