ISSAA intends a sole source acquisition of a technical support services contract with DIGICON Corporation for the period 1 Oct 96 through 30 Sep 97, with 4 option years. A Justification and Approval for Other than Full and Open Competition (J&A) (only 1 responsible source) has been approved. The J&A is based upon unique technical knowledge and the non-availability of technical documentation required for software maintenance on various information system applications. RAMS consists of 18 independently developed functional applications written in a combination of 4th generation programming languages, implemented and networked together on micro and mini computers.
