260-9690. The following synopsis appeared in the CBD on 10/30/95. it
is being synopsized again to notify prospective offerors that hard
copies of the RFP will not be mailed out. Rather, the RFP will be made
available through the Internet and will appear at the EPA Contracts
Internet site on or around 4/25/96. The EPA site is WWW.EPA.GOV.
Contracts is the 10th item down. Information on this procurement will
be listed in Current Procurements, under the title ``Economic Analysis
for Pollution Prevention and Toxic Substances, RFP #W501127B1.'' The
Environmental Protection Agency is seeking a contractor with expertise
in environmental economics, chemical industry economics and the
environmental sciences: to perform economic, financial, and market
analysis related to toxic chemicals and products of biotechnology; to
perform benefit/cost analysis of EPA regulatory and non-regulatory
actions taken under the Toxic Substances Control Act (TSCA), the
Emergency Planning and Community Right-to-Know Act (EPCRA), the
Pollution Prevention Act, and other environmental laws; and to conduct
surveys. Expertise in benefit-cost analysis, industrial organization,
financial analysis, business administration, statistics, econometrics,
surveys, chemical engineering, and environmental risk assessment will
be required to perform work assignments under this level-of effort
contract. TSCA CBA clearance is required. The period of performance
will be a 12-month base period, beginning on or about 10/1/96, with
four option years. Base level of effort per year is 12,000 hours with
up to 6,000 optional hours for an estimated total of 90,000 hours. It
is anticipated that the type of contract will be cost-plus-fixed-fee.
