(Site Code DACA78) The purpose of this announcement is to solicit
interested firms in the industry and request comments on the proposed
scope of work (SOW) for the new Logistics Civil Augmentation Program
(LOGCAP) solicitation at a presolicitation conference to be tentatively
held April 24, 1996, estimated Request for Proposal (RFP) issuance date
in September 1996. The conference is open to interested contractors who
are American firms capable of providing world-wide logistics support,
including construction and facility operation services, able to prove
a Secret Level Security Clearance issued by Defense Investigative
Services (DIS) prior to solicitation issuance, and with the capability
to determine regional materials acquisition, transportation, and
management strategies as well as regional capabilities in logistics
support, construction and facility support services. PROJECT SCOPE:
LOGCAP is an initiative by the United States Army to plan during
peacetime for wartime or unforeseen military emergencies using
commercial contractors to prepare plans and execute approved plans to
provide logistics services and engineering support with reasonable
assurance of success and within reasonable cost. Under this program,
the U.S. Army may rely on industry to augment U.S. Forces. Only those
requirements not covered by contingency clauses included in peacetime
contracts will be a part of this contract. SUBMITTAL REQUIREMENTS: To
receive a copy of the SOW and be invited to the presolicitation
conference, eligible contractors shall submit a letter to this office
referencing LOGCAP 97. NOTE: Contractors shall indicate in their letter
their Dun and Bradstreet Number, Commercial and Government Entity
(CAGE) identifying number, and proof of previous, current or
application for a Secret Level Security Clearance as issued by DIS. The
address, phone and fax numbers and the point of contact for all
communications pertaining to this project shall also be listed.
CONTRACT PROCEDURES: Contract award will be on a cost-plus-award-fee
(CPAF) contract. Tentative date for issuance of RFP is September 1996.
Tentative date for receipt of proposals is November 1996. Tentative
