The Annapolis Detachment of CD Naval Surface Warfare Center is seeking to negotiate a sole source procurement with Netac in Pittsburgh, PA under the authority of FAR 6.302-1. The contractor is a non-profit organization with direct knowledge and has demonstrated experience in test protocol development involving bioaugmentation technologies. The contractor must have no vested or related interests in the manufacture of or in a company that manufactures, produces, distributes, or sells bioaugmentation products including enzymatic and/or bacterial cleaners. The contractor shall produce a list of experts and scientists from industry, academia, and government who may be chosen as participants in a two day workshop and as members of bioaugmentation product protocol(s) development steering committee. The contractor shall develop the required background information and data requirements related to conducting the workshop for preparing the test protocol(s). The contractor shall facilitate the workshop which will address all issues necessary to develop protocol(s) that meet specific Navy requirements and allows full evaluation and comparison of commerical bioaugmentation product efficacy, toxicity, and safety.
